0823 31 ORDINANCE NO. 823 (14-86) AN ORDINANCE ESTABLISHING A PREFERENCE FOR LOCAL SUPPLIERS FOR CITY PURCHASES UNDER $2,000.00, AMENDING ORDINANCE NO. 542 AND FOR OTHER PURPOSEE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION 1. Inasmuch as dollars spent with the Jacksonville business community results in more dollars for the Jacksonville economy and subsequently results in more dollars for the City of Jacksonville, the City Council does hereby direct that businesses located within the City limits of Jacksonville shall have pre- ference on all expenditures pursuant to Ordinance No. 542 for purchases of $2000.00 or less. SECTION 2. It is the specific purpose of this ordinance that when city departments make routine daily purchases of any and all materials, supplies, etc., that if there is a business within the city limits of the city of Jacksonville, Arkansas, which carries and supplies these goods at a comparable price, the Jacksonville business or merchant is to have preference for these purchases. SECTION 3. It is further intended by this ordinance that it shall be the position of the City Council of the City of Jacksonville that for purchases over $2,000.00 that are put out to bid, that if the lowest bid price is fairly close to the price of local dealers the City Council may take into consideration the money put back into the local economy by local dealers and the fact that local service is faster and more economical than the delays caused by out of town dealers when accepting or rejecting bids pursuant to State and local laws. SECTION 4. All ordinances or codes conflicting with this ordinance are hereby repealed or amended to the extent of such conflict. APPROVED AND ADOPTED THIS day of JULY, 1986.
