AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE BIDDING IN
REGARD TO CONTRACTING FOR THE PURCHASE OF UNIFORMS FOR THE POLICE
AND FIRE DEPARTMENTS FOR THE CITY OF JACKSONVILLE, ARKANSAS; AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS, THAT:
SECTION 1: Pursuant to Arkansas Statutes Annotated Section
19-4425, we hereby waive the requirements of competitive bidding
in regard to the purchase of uniforms for the Police and Fire
Departments.
SECTION 2: The requirements of competitive bidding in this
instance would 'not be feasible or practical in that the only
other company in the area who is a supplier of uniforms, Farrios,
Inc., has failed to perform the contract satisfactorily in the
past requiring cancellation of said contract. The only remaining
competitor for these uniforms is Schneider's of North Little
Rock, Arkansas, who has submitted reasonable quotes and, under
these circumstances, competitive bidding would be fruitless,
nonproductive, and costly to the City.
SECTION 3: We hereby authorize the City of Jacksonville's
Police and Fire Departments to contract with Schneider's of
North Little Rock, Arkansas, for the purchase of uniforms for the
employees of the Police and Fire Departments.
SECTION 4: That all ordinances or parts of ordinances in
conflict herewith are hereby repealed to the extent of any such
conflict.
