REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in Regular Session on June 20, 2002 at the regular meeting place of the Council. Alderman Fletcher delivered the invocation and Mayor Swaim led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Smith, Lewis, Sansing, Ray, Wilson, Fletcher, Stroud, and Howard answered roll call. Mayor Swaim also answered ROLL CALL declaring a quorum. PRESENT nine (9), ABSENT (1). Alderman Twitty was out of town. Others present for the meeting were: City Attorney Robert E. Bamburg, Deputy Clerk Teresa Carter, Human Resource Director Charlie Brown, Director of Administration Murice Green, City Engineer Jay Whisker, Public Works Director Jimmy Oakley, Police Chief Ruthven, Battalion Chief Ron Peek, Finance Director Paul Mushrush, Purchasing Agent C.J. Brown, Parks and Recreation Director George Biggs, Mrs. Judy Swaim, Mrs. Helen Stroud, Mrs. Lendy Lewis, Mrs. Addie Gibson, Mr. Larry Smith, interested citizens and members of the press. PRESENTATION OF MINUTES: Mayor Swaim presented the minutes of the Regular City Council Meeting of June 6, 2002 for approval and/or correction at the next Regularly Scheduled City Council Meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Smith moved, seconded by Alderman Howard that the minutes of the Regular City Council Meeting of 16 May 2002 be APPROVED. MOTION CARRIED. CONSENT AGENDA: REGULAR MONTHLY REPORT/FIRE DEPARTMENT Alderman Wilson moved, seconded by Alderman Ray to approve the Regular Monthly Report for May from the Jacksonville Fire Department, which reflects a fire loss of $22,500.00, and a Savings Total of $105,000.00 WATER DEPARTMENT: WASTEWATER DEPARTMENT: FIRE DEPARTMENT: POLICE DEPARTMENT: SANITATION DEPARTMENT: STREET DEPARTMENT: Request to Accept Bid for Street Striping Mayor Swaim presented the street striping bid and stated that funds would come from budgeted funds for the Street Department. In response to a question posed by Alderman Wilson, City Engineer Whisker related that bid prices would apply as listed. Mayor Swaim noted that the lowest bid came from Contractors Specialty. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JUNE 20, 2002 7:00 P.M. – 7:08 P.M. In response to a question posed by Alderman Sansing, City Engineer Whisker related that Contractors Specialty had performed the street stripping job the previous year and had performed satisfactorily. Alderman Elliott moved, seconded by Alderman Lewis to accept the low bid for Street Striping from Contractors Specialty in the amount of $11,715.18 with funds to be drawn from Street Department funds. MOTION CARRIED. PARKS & RECREATION: PLANNING COMMISSION: GENERAL: Request to Accept Bid for HVACR at the Animal Shelter Mayor Swaim questioned if the bid was found satisfactory regarding the inclusion of sales tax, and Director of Public Works Jimmy Oakley responded that the sales tax was included and that he is recommending the low bid. Alderman Wilson moved, seconded by Alderman Stroud accept the low bid for the HVACR at the Animal Shelter from Jacksonville Heat & Air in the amount of $17,393.39 with funds to be drawn from the Capital Improvement Budget set aside for the Animal Shelter. MOTION CARRIED. APPOINTMENTS: Mayor Swaim stated that the Hospital Board is recommending the appointment of Mr. Mike Wilson to serve on the Hospital Board. Alderman Smith moved, seconded by Alderman Howard to approve the appointment of Mr. Mike Wilson to serve on the Hospital Board for a term to expire 6/30/2007. MOTION CARRIED with Alderman Wilson abstaining. ANNOUNCEMENT: Mayor Swaim announced that City Hall will be closed on July 4, 2002 and the City Council of July 4, 2002 is cancelled. He noted that a special meeting could be called if necessary. Mayor Swaim related that the Arkansas Municipal League Annual Convention is being hosted in Little Rock, adding that Council Members, Department Heads, and himself have been in attendance. He related that activities will continue through the week and that good information has come from the meetings. He pointed out that Police Chief Ruthven, Human Resource Director Charlie Brown and Finance Director Paul Mushrush has been on the programs. He stated that the programs have been very informative regarding legislative material. He noted however, that finances for the State and consequently the municipalities are projected to worsen. Alderman Howard complimented Human Resource Director Charlie Brown’s program. The Council gladly acknowledged that Alderman Lewis was in attendance. Alderman Lewis stated that it was good to be back and that he feels good, adding that he is still taking chemotherapy. He related that at this time the doctors are giving him a plus and that he is looking forward to positive news. He thanked everyone for their prayers. It was noted that sidewalk construction from Tricky Lane to School Drive would begin by the first of the month. Mayor Swaim noted a letter from Judge Villines Office regarding election concerns. He noted that the Judge is aware of the problems and is working to correct them. It was noted that the street paving has been completed and that the striping will follow. In response to a question from the Council, Mayor Swaim stated that change orders involving removal of some trees and streets cuts were received regarding the overpass, but added that there has been no major delays.
