ORDINANCE NO. 1034 (#17-94)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURPOSE OF
PURCHASING A COMPUTER SOFTWARE PACKAGE FOR AMBULANCE BILLING
PURPOSES FOR THE CITY FINANCE DEPARTMENT; DECLARING AN
EMERGENCY; AND, FOR OTHER PURPOSES.

WHEREAS J it is necessary for tIle Ci ty to purchase a
computer software package for ambulance billing purposes by
the City Finance Department; and,
WHEREAS, the City Finance Department has researched the
different software programs on the market, and the Sweet Soft
program is the only software package available that satisfies
the particular ambulance billing process needs of the Finance
Department. Other programs do not provide the extensive
reporting requirements, and would require duplicative efforts
by Department employees.
NOW / TIIEREFORE I BE IT ORDAINED BY THE CITY COtJNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SEC~ION_ONE: Competitive bidding for the purpose of
purchasing a computer software package for ambulance billing
purposes would be costly and non-productive, making said
competitive bidding unfeasible and impractical.

SECTION TWQ: Competitive bidding is hereby waived,
pursua11t to Arkarlsas Code Annotated Sect.ioIl 14-58~.J.€r:j, for
the purpose of purchasing a Sweet Soft computer softwar-e
package for the City of Jacksonville Finance Department.
Authorization is hereby given to the Purchasing Director of
the City of Jacksonville to enter into a contract with Sweet
Computer Services, Inc. of West UnionJ Iowa, to provide said
computer software package and applicable training and support
services at a price of Eight Tllousarld T11ree H1.1Ildred Eigllty
and 00/100 Dollars ($8/380~OO), together with applicable tax
and shipping charges.
.pE.Q_T19N THREE;.: T11is Ordinance shall take effect ancl be
in force from and after its passage.
SE~TI.QJ~1 f-.9UR: All Ordinarlces and Resolutions I or parts
thereof, in conflict with this Ordinance are hereby repealed
to the extent of that conflict.
SEG_TION ~J_V~_: Ilumediate actioIl all this purchase will
enabl e t11e JacJ{sonvi.ll e Firlance DerJartrnerlt to better serve
the citizens of Jacksonville through ambulance billing
services and collections. Therefore, an emergency is hereby
declared, and tllis Ordinallce s}lall take effect immediately
upon its passage and publication as provided by and subject
to applicable law.
