REGULAR CITY COUNCIL MEETING – CITY HALL - #1 INDUSTRIAL DRIVE The City Council of the City of Jacksonville, Arkansas met in Regular Session on August 6, 1992, at the regular meeting place of the Council. Alderman Robert Lewis delivered the invocation after which Mayor Tommy Swaim led the standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Knight, Smith, Lewis, Sansing, Wilson, Williamson and Twitty answered ROLL CALL. Alderman Ray came in at approximately 7:04 p.m. after ROLL CALL. Aldermen Fletcher and Keaton were absent. PRESENT, eight (8), ABSENT, two (2). Mayor Tommy Swaim also answered ROLL CALL and declared a quorum. Mayor Swaim voiced that Alderman Keaton’s mother had died and also Alderman Fletcher’s grandmother. Others present for the meeting: City Attorney Robert E. Bamburg, Personnel Director and Mayoral Aide Michael Beeman, Deputy City Clerk Susan Goings, City Engineer Duane Reel, Fire Chief Rick Ezell, Police Chief Don Tate, Probation Officer Mike Mahone Finance Director Paul Mushrush, Public Works Coordinator Skip Spears, other city employees, interested citizens and members of the press. Special guests were Park & Rec. Commission Chairman Robert Stroud and Bond Counsel for Rebsamen Regional Medical Center Mr. Jim Buttry. Others in attendance were young people who were guests of Probation Officer Mr. Mike Mahone. Mayor Swaim welcomed them especially and encouraged their attention as laws governing the city were dealt with. PRESENTATION OF MINUTES: Mayor Swaim presented the minutes of the Regular City Council Meeting of July 16, 1992 for study and action at the next Regular City Council Meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Wilson moved, seconded by Alderman Knight that the minutes of the Regular City Council Meeting of July 2, 1992 be APPROVED. MOTION CARRIED. CONSENT AGENDA: FIRE DEPT: Alderman Knight moved, seconded by Alderman Smith that the Regular Monthly Report for June, 1992 of the Jacksonville Police Department which revealed Computer Collections of $56,859.38, CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING AUGUST 6, 1992 7:00 P.M. – 7:40 P.M. Miscellaneous Payments of $4,761.50 and Report Copies $451.00 for total Collections of $62,071.88. ROLL CALL: Aldermen: Knight, Smith, Lewis, Sansing, Ray, Wilson, Williamson, and Twitty voted AYE. MOTION CARRIED. ANIMAL CONTROL DEPT: Alderman Knight moved, seconded by Alderman Smith that the Regular Monthly Report for July 1992 of the Jacksonville Animal Control Dept. which revealed $75.00 in contributions, Adoptions/Fines of $ 1,075.00, Security Deposits of $ 500.00 for total receipts of $ 1,650.00. ROLL CALL: Aldermen: Knight, Smith, Lewis, Sansing, Ray, Wilson, Williamson, and Twitty voted AYE. MOTION CARRIED. WATER DEPARTMENT: SEWER DEPARTMENT: FIFE DEPARTMENT: Recommendation for Shift Commanders from Civil Service This item was deleted per a request by Fire Chief Ezell. Said item will be presented at a later date. POLICE DEPARTMENT: STREET DEPARTMENT: PARKS AND RECREATION DEPARTMENT: Report/Park & Rec. Committee Ref: Progress Update Mayor Swaim recognized Mr. Robert Stroud, Chairman of the Park & Rec. Commission. He related the following to the Council. (1) The lighting at Dupree Park is due to be completed by August 10, 1992. (2) The concession stand at Dupree Park is progressing. (3) One pier at Paradise Lake is finished and plans for a second pier is in progress. Meetings regarding the "multi-purpose building" have been held three to for times each month. Mr. Stroud commended the Parks Commission for their good work on all the above named projects. Mayor Swaim also commended the Parks Commission as well as Mr. Stroud for the good work done in the parks of the city. PLANNING COMMISSION: GENERAL: a. ORDINANCE 975 (#14-92) Ref: Elderly Activities Program Inc. It was explained by Mayor Swaim and City Attorney Robert Bamburg that the ordinance before the Council was to aid in complying with state law with regard to legal contributions from the City of Jacksonville to the Elderly Activities Program. ORDINANCE 975 (#14-92) Alderman Knight moved, seconded by Alderman Ray, that Ordinance be placed on FIRST READING. ROLL CALL: Aldermen: Knight Smith, Lewis, Sansing, Ray, Wilson, Williamson, and Twitty voted AYE. NAY (0). Motion received eight (8) affirmative votes, (0) negative votes, MOTION CARRIED. Ordinance read FIRST TIME by City Attorney Robert E. Bamburg. Alderman Smith moved, seconded by alderman Knight, that Ordinance be accepted on FIRST READING. ROLL CALL: Aldermen: Knight, Smith, Lewis, Sansing, Ray, Wilson, Williamson, and Twitty voted AYE. NAY (0). Motion received eight (8) affirmative votes, (0) negative votes. MOTION CARRIED. ACCEPTED ON FIRST READING. Alderman Wilson moved, seconded by Alderman Sansing, to suspend the rules and place the Ordinance on SECOND READING. ROLL CALL: Aldermen: Knight, Smith, Lewis, Sansing, Ray, Wilson, William-son, and Twitty voted AYE. NAY (0). Motion received eight (8) affirmative votes, (0) negative votes. MOTION CARRIED. Whereupon, City Attorney Robert E. Bamburg read the Ordinance for the SECOND TIME. Alderman Smith moved, seconded by Alderman Lewis, to further suspend the rules and place the Ordinance on THIRD AND FINAL READING. ROLL CALL: Aldermen: Knight, Smith, Lewis, Sansing, CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING AUGUST 6, 1992 7:00 P.M. – 7:40 P.M. Ray, Wilson, Williamson, and Twitty voted AVE. NAY 0. Motion received eight (8) affirmative votes, (0) negative votes. MOTION CARRIED. Whereupon, City Attorney Robert E. Bamburg read the Ordinance for the THIRD AND FINAL TIME. Alderman Knight moved, seconded by Alderman Ray that Ordinance be APPROVED AND ADOPTED. ROLL CALL: Aldermen: Knight, Smith, Lewis, Sansing, Ray, Wilson, Williamson, and Twitty voted AYE. NAY (0). Motion received eight (8) affirmative votes, (0) negative votes. MOTION CARRIED. ORDINANCE APPROVED AND ADOPTED AND NUMBERED 975 THIS 6th DAY OF AUGUST 1992. b. PUBLIC HEARING Ref: REBSAMEN REGIONA1 MEDICAL CENTER BOND ISSUE Mayor Swaim opened the public hearing at 7:16 p.m. and recognized Mr. James R. Buttry, Bond Counsel for the Hospital Bond Issue. Mr. Buttry explained that if all goes as planned which includes an audit report, the Bond Ordinance would be presented to the City Council during the month of September. He voiced that the issue would finance equipment and efforts to upgrade the hospital. He introduced Mr. David Pennington and a representative from Stevens Inc. There was not comment from the audience during the public hearing. Mayor Swaim closed the hearing at approximately 7:20 p.m. APPOINTMENTS: ANNOUNCEMENTS: a. Central Ark. Transit Authority Public Hearings: Aug. 12, 1992 2:00 p.m./Arkla Blue Flame Room, 400 East capitol and 7:00 p.m. /NLR City Hall, Broadway at Main. b. PUBLIC HEARING REF: Solid Waste Plan for Pulaski County August 13, 1992/9:00 a.m. Administration Building, Quorum Court Meeting Room, Little Rock, AR  CITY OE JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING AUGUST 6 1992 7:00 P.M. – 7:40 P.M. NON AGENDA ITEMS: KING STREET PROJECT Alderman Ray raised a question regarding the King Street Project. Mayor Swaim pointed out that the project is on schedule and that he would have Mr. Tony Ply, Community Development Director, attend the next City Council meeting. HEALTH DEPARTMENT: Mayor Swaim commented, after a question regarding the Health Department was raised by alderman Knight, that the building located behind Rebsamen Regional Medical Center has been sold to the Hospital and that the funds will be used to rent or toward the purchase of a building to house the operation. He said that he has been working with the County Judge with regard to the matter of relocating the Health Department operation. DRAINAGE UPDATE: Mayor Swaim voiced that no streets had to be closed during rains which have occurred over the past two months. He related that drainage efforts within the city have greatly improved drainage problems adding that there is approximately $500,000.00 in the drainage fund to be used at this time. PRESENTATION REF: LADDER Truck Fire Chief Rick Ezell gave a video presentation regarding the construction of a ladder truck recently purchased by the city of Jacksonville as filmed by Alderman Joe Williamson. ADJOURNMENT: Alderman Lewis moved, seconded by Alderman Wilson that the meeting adjourn at approximately 7:40 p.m. MOTION CARRIED.
