ORDINANCE NO. 1124 (# 10 - 99)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURPOSE
OF PURCHASING A TRAFFIC SIGNAL PROCESSOR A1vJJ VIDEO
EQUIPMENT FOR USE BY THE CITY OF JACKSONVILLE STREET
DEPARTMENT; AND, FOR OTHER PURPOSES.

WHEREAS, in an effort to properly equip the ~Jroposed intersection to
be located on John Harden Drive in the City of Jac~<:sonville, the City must
purchase a new traffic control processor and video equipment for use by the
Street Departlllent in construction of the new intersection; and,
WHEREAS, suppliers of traffic processors, video cameras, and other
such equipment are few in number. After some research, it has been
deterlllineo that only one (1) vendor can provide the specific equiplllent
which will coordinate with our master traffIc system controller ana provide
the amount of traffic control necessary for the new intersection.
NOW, THEREFORE, BE IT ORDA1/vl!tiD AND ENACTED BY THE CITY
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS:
SECTION ONE: Competitive bidding for the purpose of
purchasing a traffic Sigllal processor and equipment for use at the proposed
Intersection on John Harden Drive of the CIty would be costly and non-
productive, making said competitive bidding unfeasible and impractical.
SECTION TWO: Competitive bidding is hereby waived,
pursuant to ACA 914-58-383, to purchase a new traffic control processor
and three (3) video cameras for use at the new proposed intersection on
John Harden Drive by the City of Jacksonville's Street Department.
Authorization is hereby given to the Mayor and City Clerk to enter into a
purchase contract with Temple, Inc., of Decatur, Alabama, to purchase one
(I) Vantage Plus Processor at a cost of Nine Thousand Seven Hundred Fifty
Dollars ($9,750800), and three (3) Vantage Video Cameras at the rate of One
Thousand Seven Hundred Fifty Dollars ($1,750.00) per unit, for a total
Eurchase price of all such e~uipment for Fifteen Thousand Dollars
($15,000.00), together with applIcable tax and shipping charges.
SECTION THREE: All Ordinances, "'Jarts of Ordinances, or
previous actions taken by said Council in con~1ict herewith are hereby
repealed to the extent of such conflict.
SECTION FOUR: This Ordinance shall take effect immediately
upon passage and publication, as provided by and subject to the
requirements of applicable law.
