ORDINANCE NO. 1190 (#20 · 02)
AN ORDINANCE WAIVING COMPETITIVE BIDDING BY THE CITY OF JACKSONVILLE,
ARKANSAS, FOR THE PURPOSE OF OBTAINING A TIME SYNCHRONIZA TION SYSTEM
FOR THE JACKSONVILLE 911 COMMUNICATIONS CENTER; DECLARING AN
EMERGENCY; AND, FOR OTHER PURPOSES.

WHEREAS, the Jacksonville 911 Communication Center is in need of a Time
Synchronization System for 911 radio and computer system to provide improved and more
efficient service to the citizens of the City of JacksonvHle; and,
WHEREAS, the vendor who has our current maintenance contract and has provided
other 911 equipment is an authorized source for the recommended equipment and can tie into
our present system at a fair and reasonab e rate. As such, it is recommended that we
purchase said equipment from Grace Communications, Inc., of North Little Rock, Arkansas,
and Grace Communications, nc. las agreed to provide such needed equipment wit 1
appropriate guarantees and warranties.
BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS:
SECTION ONE: Com Jetitive bidding for the purpose of obtaining a Time
Synchronization System equi Jment ';or the 911 Communications Center would )e costly, non-
productive, and time consuming, making said competitive bidding unfeasible and impractical.
SECTION TWO: Pursuant to ACA &14-58-383, competitive bidding is hereby
waived for the )urJose of obtaining a Time Syncnronization System in accordance with the
Jac (sonvil e 911 Communications Center specifications. Aut lorization is lere JY given to t le
Mayor anc lor lis c esignatec representative to execute t le necessary documents with Grace
Communications, nc., for pure lase of said equipment as out ined )y the 911 Communications
Center sJecifications at a pure lase price of Twelve Thousand Eight Hundred \Jinety-three
Dollars ($' 2,893.00), P us tax. This pure lase is to )e paid from buc geted 91' equipment funds.
