0372 .2 RESOLUTION NO. 3 7 2 ( #13 - 861 A RESOLUTION URGING THE ENVIRONMENTAL PROTECTION AGENCY, THE ARKANSAS DEPARTMENT OF POLLUTION CONTROL AND ECOLOGY, AND VERTAC CHEMICAL CORPORATION TO AUTHORIZE THE BATTELLE COMPANY TO TEST THE TECHNOLOGY CALLED IN SITU VITRIFICATION ON THE DIOXIN STORED AT THE VERTAC SITE AND THE CONTAMINATED SOIL OFFSITE. WHEREAS, the Environmental Protection Agency, the Arkansas Department of Pollution Control and Ecology, and Vertac Chemical Corporation, along with the residents of the City of Jacksonville, have all expressed a desire to find alternative methods for disposing of the dioxin located in the City of Jacksonville, and the In Situ Vitrification appears to be a viable alternative that should be studied; and WHEREAS, the Battelle Company has expressed a desire to test their technology on dioxin; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: 1. We hereby express our support for studies involving the Battelle Company's technique for hazardous waste treatment, known as the In Situ Vitrification. 2. We hereby urge the Environmental Protection Agency, the Arkansas Department of Pollution Control and Ecology, and the Vertac Chemical Corporation to authorize and participate in the study and testing to determine whether the In Situ Vitrification technique is a viable alternative for the treatment or disposal of the dioxin contained in the Jacksonville area. 3. We hereby request that a decision be made by the Environmental Protection Agency, the Arkansas Department of Pollution Control and Ecology, and Vertac Chemical Corporation within the next thirty days.
