A RESOLUTION ENDORSING THE GOALS AND PURPOSES OF THE PARTNERSHIP
PROGRAM, AGREEING TO ASSIST THE OPERATIONS OF THE PROGRAM AND DE-
CLARING AN EMERGENCY. (HUMAN SERVICES)
WHEREAS, it is the desire of the members of the City Council of the City of
Jacksonville to cooperate with and work with the governing bodies of other local
units of government in the central Arkansas area to promote policies which enhance
the quality of life and the economic condition of the residents of the area,
and
WHEREAS, it is the desire of the City Council of the City of Jacksonville
to achieve the best use of available local, state, and federal human services
dollars, and
WHEREAS, Pulaski County has obtained funds from the Partner ship Program
of U. S. Department of Health, Education and Welfare to operate a program to
assist local governments in dealing with human services issues.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF JACKSONVILLE, ARKANSAS:
Section 1. The Jacksonville City Council endorses and supports the goals
of the Partnership Program and agrees to assist the operators of the Project by:
(a) Allowing access to budget materials and key executive staff members
for the purpose of developing an inventory of the human services
programs provided by the City of Jacksonville.
(b) Appointing one of its members to serve on a local Human Services
Policy Advisory Committee (HUSPAC), and
(c) Participating in a communication and policy analysis process
designed to examine issues related to human services needs and
programs.
Section 2. It is hereby found and determined by the City of Jacksonville
that there is a need for the study and intergovernmental cooperation among local
J governments in Pulaski County for the delivery of human services. Therefore,
an emergency is declared to exist, and this Resolution being necessary for
immediate preservation .. of the public peace, health and safety shall be in full
force and effect from and after the date of its passage and approval.
