WHEREAS: The City Council of the City of Jacksonville, Arkansas
4 �, notes with sadness and with much loss the death in the month of April,
9 in the year of our Lord Nineteen Hundred and Seventy Six of W. John
N. Rich, who faithfully served as City Treasurer from May, 1962 to
all March of 1973; and
WHEREAS: ARKANSAS, PULASKI COMITY, and JACKSOi.vIrn , itself

3 are the poorer for his passing and will miss the loss of his leader-
ship abilities. This loss will be felt throughout the catmunity; but
his spirit lives, however, as an inspiration and as an inspiring ex-
