MAYOR JAMES G. REID PRESIDING., CALL TO ORDER: INVOCATION: PLEDGE OF ALLEGIANCE: The City Council of the City of Jacksonville, Arkansas met in special session on Thursday, March 26, 1981, to discuss the proposed Slurry Seal and H .M .A . C . Program for 1981. Mayor Reid called the meeting to order then gave the Invocation. The standing audience particiapted in the "Pledge of Allegiance To The Flag". ROLL CALL /ATTENDANCE RECORD: The City Clerk called the ROLL and the following were present: Aldermen: Knight, Smith, Hughes, Wilson, Durham, Fletcher, Abdin, Keaton and Williamson. Alderman Brooks was absent. PRESENT: 9. ABSENT: 1. QUORUM DECLARED. Others present: Mayor Reid; Bertha Tipton, Mayor's Secretary; Paul Groce, City Attorney; Dept. Heads; and interested citizens. STREET DEPT: Mayor Reid asked City Engineer, Bill Owens to discuss and answer any questions the council had. Maps had been drawn showing specifically where the slurry seal and hot mix would be placed. He explained this program had been drawn up four years ago as a five year program, but foe various reasons, had slipped into a six, year program. The proposal was, not drawn up, by ward or any other means, except strictly on the need of the streets to be paved. Alderman Abdin was concerned about the Tara Mount and Jefferson Heights area. There has not been any work in those areas in approximately three years. A portion of one street in Jefferson Heights (Adams St.) had collapsed and he did not feel it would last another year. Tara Mount and Jefferson Heights are on the list to be paved next year. The developer repaved Tara Mount in 1975. City Eng..Owens stated he could add another area to be overlayed, but would have to cut a street in the program in order to overlay a street not in the program. If the council so desired, he would be happy to work it into the program. City Engineer Owens and Jake Broadway, Contractor, stated the cost of overlay for Tara Mount and Jefferson Heights would be approximately $13,000. The cost of the proposals, without Tara Mount and Jefferson Heights, is approximately $126,000. which is about $15,000. more than was budgeted. Alderman Wilson asked City Engineer Owens where the extra $15,000 would come from. He stated it could be shifted from other parts of the budget that would not hurt as much, such as road materials, equipment, traffic signals or street repair. Alderman Keaton commented that he and other Aldermen did not have time to be on the streets eight hours a day, because of their jobs, like the Street Dept. or City Engineer to check on the streets and see where the need for asphalt is. That is what we have a City Engineer for, to determine our needs for us and I believe we should go with the proposal he has drawn up. 6.5 PAGE TWO Alderman Fletcher moved, seconded by Alderman Smith, to accept the proposals for 1981 and come back later on in the year, possibly. October or November for discussion of expanding the program, if the money is available. ROLL CALL and the following voted aye, Aldermen: Knight, Smith, Hughes, Wilson, Durham, Fletcher, Keaton and Williamson. Alderman Abdin voted nay. Motion received 8 affirmative votes, 1 negative vote. MOTION CARRIED. Alderman Durham moved, seconded by Alderman Knight, to adjourn until next regular scheduled council meeting. Reid, ^ayor CITY OF JACKSONVILLE, ARKANSAS Informal Meeting: CITY OF JACKSONVILLE, ARKANSAS SPECIAL CITY COUNCIL MEETING MARCH 26, 1981 CITY OF JACKSONVILLE, ARKANSAS Alderman Knight introduced Mr. Carmen Breeding, Coordinator for the Deaf in Jacksonville. With hi was Ms. Beckey Hartley, Asst. Co- ordinator for the Deaf in Jacksonville and Mr. Carl Bowman, Director of the State Office for the Deaf and Hearing Impaired. Mr. Bowman is totally deaf but can talk. They were requesting the councils assistance in getting a TTY unit for the Police Dept. Mr. Bowman addressed the council and audience, to briefly explain the TTY unit. He stated there are approximately 3,000 deaf people and 21,000 hearing impaired people in Pulaski County, and 136,000 hearing impaired state wide. The deaf and hearing impaired people are the most misunderstood people because people cannot see their handicap. They are trying to locate and identify these people in Jacksonville. The TTY unit has a keyboard, much like a typewriter, that the person types his message on to the party on the other unit. The phone is usually connected to the lights (the lights will blink on and()off) to let the person know the phone is ringing. Unidentified lady in audience: stated she has two sons and both are deaf. She has a TTY unit in her home for her sons use. This unit has helped her sons to live a more normal life. She stressed the need of a TTY unit in the Police Dept. because if a deaf person in Jacksonville needs the Police or Fire Dept., they have to call the North Little Rock or Little Rock Police Dept. and they in turn call the Jacksonville Police Dept. (The No. Little Rock and Little Rock Police Depts. have a TTY unit.) Mr. Breeding stated the price per unit ranges from $ 55 0 . to $600. He would like to work with the council on purchasing a 14nit, if they decide to purchase one for the Police Dept. PAGE THREE Alderman Durham requested this be placed on the agenda for next council meeting for discussion, and look possibly at the contigency fund for funding if the money is available. The council were all in agreement. Alderman Abdin moved, seconded by Alderman Knight, to go back into regular session to di cuss the attorneys fee from the challenge of the drug paraphernalia ordinance. Approved by unanimous voice vote. MOTION CARRIED. Council back in session at 7 :32 P.M. City Attorney, Paul Groce stated he needed guidance from the council on a settlement for , the fees. He has ten (10) days to give the Judge an answer. He stated in cases like this one, the settlemen is for usually 1/2 of the asking fee. The fee we have been charged is $6,243.50. He could negotiate possibly for a smaller fee. Alderman Smith moved, seconded by Alderman Durham, to have City Attorney negotiate a settlement of a smaller fee. ROLL CALL and the following voted aye, Aldermen: Knight, Smith, Hughes, Wilson, Durham, Keaton and Williamson. Alderman Abdin voted nay and Alderman Fletcher abstained. Motion received 7 affirmative votes, 1 negative votes and 1 abstention. MOTION CARRIED. Alderman Wilson moved, seconded by Alderman Knight, to adjourn until next regular meeting.
