81 April 02REGULAR CITY COUNCIL MEETING - POLICE & COURTS BLDG. - WEST MAIN STREET - JACKSONVILLE, ARKANSAS, TIME: 7:30 P.M. - 8:50 P.M. MAYOR JAMES G. REID PRESIDING CALL TO ORDER: INVOCATION: PLEDGE OF ALLEGIANCE: The City Council of the City of Jacks.onvil le , Arkansas, met in regular session on Thursday, April 2, 1981. Mayor Reid called the meeting to order followed by Alderman Gary Fletcher delivering the Invocation. The standing audience participated in the "Pledge of Allegiance To The Flag". ROLL CALL /ATTENDANCE RECORD: The City Clerk called the ROLL and the following were present: Aldermen: Knight, Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin and Keaton. Alderman Williamson was absent. PRESENT: 9. ABSENT: 1. QUORUM DECLARED. Others present: Mayor Reid; Bertha Tipton, Mayor's Secretary; Paul Groce, City Attorney and Dept. Heads. PRESENTATION OF MINUTES: Mayor' Reid presented the minutes of Regular City Council meeting held on March 19, 1981, and the minutes of Special City Council meeting held on March 26, 1981, for study and later action. APPROVAL AND /OR CORRECTION OF MINUTES: Alderman Abdin moved, seconded by Alderman Smith, to approve the minutes of Regular City Council meeting conducted on March 5, 1981. Approved by unanimous voice vote. MOTION CARRIED. CONSENT AGENDA: Alderman Abdin moved, seconded by Alderman Knight, to approve the outside city fire protection agreement for Rt. 1, Box 176C (Carrington Road) Cabot, Arkansas. ROLL CALL and the following voted aye, Aldermen: Knight, Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin and Keaton. Motion received 9 affirmative votes, 0 negative votes. MOTION CARRIED. WATER DEPT: SEWER DEPT: FIRE DEPT: POLICE DEPT: Mayor Reid presented the following bid tabulation sheet covering bids received for three: new 1981 Police Vehicles: BIDDERS: ACLIN FORD (LTD S 4 DOOR SEDAN) FULL SIZE FOUR (4) DOOR PER UNIT: $8,174.67 GWATNEY CHEV. (IMPALA 4 DOOR SEDAN) $8,151.21 CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING APRIL 2, 1981 TOTAL AMT. $24,524.01 753.72 tax $25,259.73 $24,453.63 733.61 tax $25,187.24 l 7 Alderman Durham moved, seconded by Alderman Abdin, to accept the low bid of $25,187.24 submitted by Gwatney Chevrolet. Approved by unanimous PAGE TWO voice vote. MOTION CARRIED. CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING APRIL 2, 1981 STREET DEPT: Alderman Abdin moved, seconded by Alderman Durham, to advertise for bids for a tractor for the Street Dept. Approved by unanimous voice vote. MOTION CARRIED. PARK & RECREATION: SANITATION DEPT: Mayor Reid explained the city had closed the landfill on Loop Road at the request of the owners. The city is in the process of obtaining another sight to use as a landfill. We have found a place, on West Main, and are waiting an okay from Pollution Control. Pollution Control has started the paperwork and we anticipate in approximately 30 to 60 . days we will have approval for the new sight. We are asking for a permit to dump trash and not garbage. We have been asked by Pollution Control to have more control over the new sight so there will not be any garbage thrown in. (Garbage was being thrown in the Loop Road landfill, no one was stationed at the gate to advise people they could not dump garbage.) Mayor Reid said the new sight on West Main was larger that the old landfill sight and felt we could use it for a number of years. He went on to say the council needed to approve approximately $5,000 from contingency, to temporarily cover expenses of dumping trash until the new sight is approved. We are now having to pay $15. per trailer load and $7. per dump truck load to dump trash elsewhere. Alderman Wilson moved, seconded by Alderman Keaton to approve the $5,000 from contingency fund to continue the trash operation. Approved by unanimous voice vote. MOTION CARRIED. City Engineer, Bill Owens stated there were hidden cost dealing with the Sanitation Dept. The Street Dept. had a bill for $2,000 for dirt used to smother the fire out at the Loop Road landfill, use of Street personnel and Street Dept. machinery. . Alderman Wilson requested that Finance Director, Gene Kelley, get a break down of the trash cost, such as truck expense, dirt and any extras they might have, to see what kind of expenses they have and report back to the council. Mr. Grant Watters, of Blue Cross and Blue Shield Insurance addressed the council to explain why the insurance premium was going up 75%. He handed each councilman a booklet containing the present program of benefits the city has now, and projected expenses had the city been with Municipal League for the last three (3) years. He went over the city usage for the three (3) years the city has been with Blue Cross and Blue Shield. The last year the city paid in premiums of $85,013.13, Blue Cross and Blue Shield paid out claims cost of $189,092.90. Mr. Watters continued by saying the cost of providing services went up and this increase (75%) would be used to offset increases. Discussion ensued over the increase. Many Aldermen expressed that for the first increase, 75% was extremely high. Mr, Kelley, Finance Director, stated he firmly objected to the fact that they based it on the one bad year they city had. Mr, Bill Phillips, of Blue Cross and Blue Shield, addressed the council and said the rate held for three (3) years without an increase. He PAGE THREE felt the benefits were excellent with this package and the increase was competitive. Mayor Reid invited both gentlemen back for the insurance meetings to present their program to the employees of the city. The consensus of the council was to look at other insurance coverage and cost. (Meetings are to be held at Park & Recreation Building, on Martin St. and Hwy. 161, April 6 and 13, beginning at 6:30 P.M. both evenings) Mayor Reid announced that in his talk with GTE Manager, Mr. Jerry Crowley, GTE would provide the TTY unit to the Police Dept. as a service to the community. This unit is to aid the deaf and hearing impaired citizens of the community in communicating with the Police Dept. for emergency assistance. ANNOUNCEMENTS: Before council meeting, Mr. Kelley had handed out the monthly reports to all aldermen and said they were all up to date reports. Mr. Kelley and Mayor Reid are to meet with the Sewer Commission tomorrow concerning obtaining their monthly reports each month. (4 -3 -81) Mayor Reid asked that we notice the tulips all in bloom and looking very pretty. He would like the public's opinion on if the city should continue to buy them on an annual basis. Each year, after they have finished blooming we pass them on to citizens on a first come basis. Beginning April 22, Ms. Beckey Hartley, Asst. Coordinator for the Deaf in Jacksonville will begin a class in Sign Language for persons that would like to learn the language. The classes will be for eight (8) weeks, from 7:00 P .M . - 9:00 P .M . each Wednesday night. A permanent location has not been found but two possibilities are City Hall, Mayor's Office and Police & Courts Building classroom. The cost for the course is $15.00 and there is a book "Sign Language Made Simple" to purchase which is about $10.00. These classes are to provide aid to the deaf and try to service their needs.
