RESOLUTION NO. 690 (#16- 2012)
A RESOLUTION IN SUPPORT OF THE AUTHORIZATION FOR THE
MAYOR AND CITY CLERK TO ENTER INTO MEMORANDUMS OF
AGREEMENT WITH THE ARKANSAS GAME&FISH COMMISSIONAND
ARKANSAS GAME& FISH FOUNDATION FOR THE DEVELOPMENT OF
A SPORT SHOOTING RANGE FACILITY IN THE CITY OF
JACKSONVILLE;AND FOR OTHER PURPOSES.
WHEREAS, the sport of skeet and trap shooting, as well as 3D Archery, has
become quite popular, particularly among Southern States, and Arkansas is without a
facility large enough to support State, Regional, and National tournaments. In providing
such, communities enjoy the benefits of travelers, community guests, and a significant
economic impact from tournament activities and participants;
WHEREAS, the Arkansas Game & Fish Commission, together with the Arkansas
Game & Fish Foundation, is willing to commit to, support, and the Foundation provide a
Two Million Dollars ($2,000,000.00) grant toward the purchase of sufficient real property
and the construction of a Fourteen (14) Station Sport Shooting Range, Three (3) Skeet
Overlay Fields, a 3D Archery facility, a Five Thousand Square Feet(5,000 SF) Clubhouse,
and accompanying facilities according to certain conditions and commitments by the City;
and,
WHEREAS, it would be difficult for the City of Jacksonville to construct such a
facility without the Arkansas Game & Fish Foundation's financial participation and support
of such a project, and City leaders believe doing so will be a win-win situation, providing
the City of Jacksonville with a premium facility at lesser cost and an opportunity to
provide a multi-purpose facility that will enhance the City's tourism industry, provide a
safe environment for sport gun activities and training facilities, and meet educational
needs of people both young and old of our community and surrounding areas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF JACKSONVILLE,ARKANSAS, THAT:
SECTION ONE: The City Council of Jacksonville, Arkansas, supports the
entry of the City into Memorandums of Agreement with the Arkansas Game & Fish
Commission and Game & Fish Foundation and agrees to provide sufficient City funding for
the construction and operation of a Fourteen (14) Station Sport Shooting Range, Three
(3) Skeet Overlay Fields, a 3D Archery facility, a Five Thousand Square Feet (5,000 SF)

Clubhouse, and accompanying facilities according to certain conditions and commitments
by the City of Jacksonville. As a result, the Council authorizes Mayor Fletcher and City
Clerk Davitt to execute and tender Memorandums of Agreement upon terms agreed upon
by the parties for development of a One Hundred Sixty (160) acre Sport Shooting Range
and accompanying facilities for operation by the City as a Recreational facility.
SECTION TWO: Any and all other Resolutions in conflict herewith are
hereby repealed to the extent of said conflict. This Resolution shall be in effect from and
after its date of passage.
