A RESOLUTION CALLING FOR AN ELECTION TO DETERMINE THE QUESTION OF ANNEXING TO
THE CITY OF JACKSONVILLE, ARKANSAS CERTAIN CONTIGUOUS TERRITORY, DECLARING AN
EMERGENCY AND FOR OTHER PURPOSES.
WHEREAS, The City Council of the City of Jacksonville, Arkansas, on the
18th day of November, 1971 passed Ordinance No. 246 annexing to said City of
Jacksonville, Arkansas certain lands deemed to represent the actual growth of
the municipality beyond its Legal boundary, said lands being needed by the City
of Jacksonville, Arkansas for the extension of needed police regulation, for
improving the adaptability of certain industrial property for further growth
and development, for prospective municipal parks and recreation areas and for
other municipal purposes; and
WHEREAS, it is necessary to submit the question of annexing said area
to the legal voters in said area and in said City of Jacksonville, Arkansas;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, that:
Section 1. That it is hereby proclaimed that there shall be submitted
to the legal voters of the City of Jacksonville, Arkansas and of the property
described in Ordinance No. 746 of the City of Jacksonville, Arkansas, at a
special election to be held in said city and in said area on January 18, 1972,
the question of the annexation of certain herein described territory contiguous
to said city and withing the same county.
8 Section 2. That at said Election on January 18, 1972 there shall be
provided a place on the ballot for each qualified elector voting in said election,
affording said electors an opportunity to vote either for or against the annexa-
tion of said area in substantially the following form:

Ordinance No. 246 proposes the annexation to the City of
Jacksonville, Arkansas of the Toneyville property, more
particularly described as follows, to -wit:
Begin at the point where the North city limits line of the
City of Jacksonville, Arkansas connects with the East right
of way line of U. S. Highway 67 in Section 9, Township 3
North, Range 10 West, Pulaski County, Arkansas; thence
run in a Southwesterly direction along the East right of way
line of U. S. Highway 67 to the point where the present city
limits line crosses to the West right of way line of U. S.
Highway No. 67; thence run West to the West right of way
line of State Highway No. 161 (Old Highway No. 2.67)x, - , thence
run in a Northeasterly direction along the West right of way
line of said State Highway No. 161 to a point where same
intersects the Little Rock Air Force Base Boundary; thence
run North following the Little Rock Air Force Base Boundary
to the North line of SE1 /4 of the SW1 /4 of Section 8, Township 3
North, Range 10 West; thence run East to the West right of
way line of State Highway No. 161; thence run in a Northeasterly
direction along the West right of Way line of State Highway No.
161 to the center line of Maddox Road; thence in a straight line
in a Southeasterly direction to the point of beginning.
Section 3. That municipal officials and county and state election officials
shall do any and all things necessary in conducting said election as aforesaid.

Section 4. That there is hereby found and declared to be an immediate
need for determining the question of the annexation of the aforesaid area
to the City of Jacksonville, Arkansas and it is therefore declared that an
emergency exists and this resolution being necessary for the immediate
preservation of'the public health, safety and welfare, shall be in full force
and take effect immediately upon and after its passage.
