City Clerk Susan Davitt recorded those listed above in atten dance and Chairman Gray declared a quorum.
VARIANCE REQUEST: Wal-Mart Supercenter 2000 John Harden Drive
Chairman Gray opened the public hearing at approximately 6:35 p.m.
Mr. Herman Broyls representative for Concrete Sign Company related that they have been contracted to install signs for the new Wal-Mart location.
He then reviewed the signs to be placed on the front elevation of the building. He requested that the "WAL-MART" letter sign be increased to five feet and pointed out that it would be
illuminated. He related that they would also like to increase the "SUPERCENTER" letters to 36". He said that sign permits have been obtained for those signs as well as the pole sign
on John Harden. He stated that there is no request regarding the pole sign on John Harden but stated that they are requesting an additional "TIRE & LUBE EXPRESS" directional sign in
the parking lot. He stated that on the side elevation of the store they are requesting a "PENNZOIL" logo and "WAL-MART TIRE & LUBE EXPRESS" signs, additionally "Lube Express" and "Tire"
for the service bays. He stated that this is the standard sign package for Wal-Mart Supercenter.
In response to a question from Commissioner Hardwick, Mr. Broils related that the "We Sell For Less", "Low Prices" "Food Center" signs are 30" uppercase letters and 23 3/8" lowercase
letters. He then related the signage size for the entire store is as follows the "SUPERCENTER" sign is 36", the "Pharmacy" sign is 18", the "Always" sign is five feet by thirty-seven
feet wide, the "TIRE & LUBE EXPRESS" sign is 30" adding a 21" "Tire and Lube" with a 15" "WAL-MART" with the star and a 30" "EXPRESS", 12" "Tires" and "Lube Express". He then related
that the "Bakery", "Deli", "Meat" and "Produce" signs will be 18".
He stated that the signage package is very similar to the existing Wal-Mart store with the exception of the addition of the "Always" sign and the "Satisfaction Guaranteed" which is not
proposed for the new Supercenter.

In response to a question from Commissioner Brannen, Mr. Broils related that the only illuminated signs are the 5' "WAL-MART" store sign and a pole sign on John Harden.
Commissioner Boroughs questioned the variance and it was determined that the signage did not meet with maximum square footage.
City Engineer Reel related that signs necessary to show service or product have previously been allowed on the building.
Discussion ensued as to the additional directional sign requested for placement in the parking lot and it was determined that it would be 4 by 8 feet non-illuminated located close to
the far end of the store, away from the highway. Other discussion revolved around the size of the signage and it was noted that the size is the standard size used with Wal-Mart Stores
and that total signage is less than 6% or 780 square feet of the entire 16,000 square feet of the front store elevation.
Other discussion ensued as to a sign similar to the one at the Gregory Place Shopping Center which features the business names on one pole sign and how the inside McDonalds at the current
Wal-Mart store is advertised regarding plans for an inside banking facility.
Chairman Gray closed the public hearing at approximately 6:50 p.m.
Further discussion ensued as to signage regulations of the Code and signage percentage based on building size.
In response to a question from Commissioner Hardwick, it was related in discussion that the additional non-illuminated "Tire & Lube" freestanding directional sign is in violation of
the requirement of only one free standing outside sign. Location of the sign and height in reference to the building height were discussed and it was noted that the overall height
of the sign is twenty-feet and the clearance from the bottom of the sign to grade is sixteen-feet while the height of the building is twenty-five feet.
Commissioner Boroughs moved, seconded by Commissioner Brannen to approve the Wal-Mart signage package as presented. MOTION CARRIED.
VARIANCE REQUEST: Fairfax Supply 2200 T.P. White Drive
Chairman Gray opened the public hearing at approximately 7:00 p.m.
Mr. John Howard owner of Fairfax Supply related that the location at 2200 T.P. White Drive has just opened and that he was unaware of signage regulations before opening. He presented
photos of the site and the current signage, which showed 18 signs attached to a fence that surrounds the property.

Ms. Bonita Round of the Jacksonville Chamber of Commerce spoke in support of new business for the City and ensured Mr. Howard that the City wants a good relationship for his business.
Chairman Gray closed the public hearing at approximately 7:05 p.m.
City Engineer Reel explained that the exterior signs located on the fence are in Code violation, adding that usually one business sign is allowed with further allowance for signs regarding
service or product to be located on the building as with the Wal-Mart location.
Mr. Howard stated that he would comply with the decision by the Board and expressed that he wished he had known what the sign ordinance was prior to the purchase of $600.00 in signage.
Discussion ensued and it was suggested the signage be placed vertical on a pole sign by the access road. It was then related that most of the signage is 2 x 8 feet.
Mr. Howard related that there are 16 individual signs.
Discussion ensued as to placement of the pole sign in relationship to the building. Mr. Howard related that there are two main entrances into the property one from T.P. White Drive
and the second off Madden Road. He proposed a sign location at a 90 degree angle from the road with two-faced signs. Traffic concerns were discussed and it was determined that vision
would not be impaired by the proposed signage. City Engineer Reel noted that the power poles and the location of the new sign pole should not be a problem. It was reported that complaints
have been received regarding unsightly sign placement.
Commissioner Brannen raised questions regarding reduced signage size for double sided signs and Commissioner Hardwick offered that the signage be split for a double sided effect. City
Engineer Reel related that signage would have to be placed so as not to obstruct vehicular view.
Mr. Howard clarified if the meaning of the Board is to have sign placement at a 90 degree angle and split all signs for half placement on each side. The Board concurred.
Commissioner Hardwick moved, seconded by Commissioner Boyd to allow the "Fairfax Supply Inc." sign to remain at the south end of the property, require other present signage to be moved
to a pole sign and allow two small entrance signs to remain on the fence gates with no additional signage for Fairfax Supply Inc. MOTION CARRIED.

Commissioner Brannen moved, seconded by Commissioner Boyd that the minutes of the Board of Adjustment Meeting of November 8, 1999 be APPROVED. MOTION CARRIED.
OTHER BUSINESS:
Commissioner Boroughs related that he is submitting his resignation as he and his family would be moving to Cabot.
ADJOURNMENT:
Chairman Gray adjourned the meeting at approximately 7:20 p.m. MOTION CARRIED.
