98 JUL 13MINUTES: BOARD OF ADJUSTMENT DATE AND TIME: July 13, 1998 6:40 p.m. 6:55 p.m. ATTENDANCE: Chairman Mark Perry Commissioners: John Hardwick, and Bob Walker PETITIONERS: Variance requested: Jerry L. Halbrook 216 Poplar Street Dimensional Variance (Chapter 18.68.050 Jax. Mun. Code) __________________________________________________________________ Deputy City Clerk Susan L. Davitt recorded those listed above in attendance and Chairman Perry declared a quorum. APPROVAL AND/OR CORRECTION OF MINUTES: Commissioner Walker moved, seconded by Commissioner Hardwick that the minutes of the Board of Adjustment Meeting of June 24, 1998 be APPROVED. MOTION CARRIED. VARIANCE REQUEST: Mr. Jerry L. Halbrook 216 Poplar Street Chairman Perry introduced the item of business for an extended or double carport. City Engineer Reel related that the property is adjacent to a vacant lot with an alley that goes through to Vine Street. Commissioner Walker related that the request is for an 11.4 wide carport and noted that the owner has 11.8 feet of remaining property; asking if this would include the overhang of the roof to be constructed. Mr. Halbrook explained that his measurement of 11.4 begun from the outside wall of the existing carport which also has a roof with a slight overhang. Commissioner Walker expressed concern only that the overhang might take the construction across the property line. Mr. Halbrook assured the Board that the carport would not protrude into the property line. It was noted in discussion that the carport would be free standing and constructed of aluminum. City Engineer Reel related that the vacant lot is adjacent to Mr. Halbrooks property and the alley is located just to the other side of the vacant lot. In response to a query from Commissioner Hardwick, Mr. Halbrook explained that his request for 11.4 feet in width came from a measurement he took which would accommodate either his wife's car or his truck. BOARD OF ADJUSTMENT July 13, 1998 Chairman Hardwick questioned the history of this type of variance, to which City Engineer Reel related that there had been a variance of the same nature granted in the Keaton Addition. It was noted in discussion that the vacant lot is owned by Mr. Mike Abdin. Commissioner Walker moved, seconded by Commissioner Hardwick to approve the dimensional variance request of Mr. Jerry Halbrook for a carport to be located at 216 Poplar Street; contingent that no part of the structure intrude pass the lot line.
