96 JUL 10MINUTES: BOARD OF ADJUSTMENT DATE AND TIME: July 10, 1996 4:00 p.m. 4:30 p.m. ATTENDANCE: Acting Chairman Rudy Reid, Commissioners: Jack Patton and Larry Baldwin / City Engineer Duane Reel represented the City of Jacksonville. PETITIONERS: Fashion Park Cleaners Variance requested: Side Yard Setback Variance (Chapter 18.68.050 Jax. Mun. Code) __________________________________________________________________ Deputy City Clerk Susan L. Davitt recorded those listed above in attendance and Acting Chairman Reid declared a quorum. APPROVAL AND/OR CORRECTION OF MINUTES: Commissioner Patton moved, seconded by Commissioner Baldwin that the minutes of the Board of Adjustment Meeting of June 26, 1996 be APPROVED. MOTION CARRIED. VARIANCE REQUEST: 1101 Burman Drive Fashion Park Cleaners Acting Chairman Reid introduced the request for a side yard variance from Fashion Park Cleaners with regard to remodeling objectives which is in violation of the Jacksonville Municipal Code Section 18.68.050. Mr. Brooksher Banks related that they conducted a market study regarding enhancement of services and traffic patterns during peak hours of operation and offered that remodeling the building will provide additional rental space available for the downtown business district. He then stated that a drive-thru facility (in car service) will alleviate some of the congestion problems occurring during those peak hours and briefly explained how the drive-thru facility and an express lane will operate. He related the success of other Fashion Park Cleaners featuring this type of service. He related that there is twenty feet from the building to the property line which will be concreted for the drive-thru, however, the post required to support the canopy will need to be constructed an additional two feet over the property line. He stated that the adjacent property owner has granted Fashion Park Cleaners an easement for the remodeling objectives which includes a one lane exit onto Jeff Davis. (a copy of the permission letter is on file in the office of the City Clerk) He presented the Board with sketches of the proposed construction which depicted the building space to be split with the addition of the drive-thru facility on the east side of Fashion Park Cleaners and a one lane exit on the east side of the title company. BOARD OF ADJUSTMENT July 10, 1996 4:00 p.m. 4:30 p.m. Discussion ensued as to the conveyance of the easement should Pioneer Land Company sell the title company. It was noted that the easement would be recorded with the County Clerk. In response to a question posed by Acting Chairman Reid, Mr. Banks related that over the counter service will still be offered. City Engineer Reel related that the City is amicable regarding the request. In response to a question posed by Commissioner Patton, Mr. Banks related that consideration initially is to have a vinyl awning used for signage. He related that there would also be a knee high sign used at the exit onto Jeff Davis. Commissioner Patton moved, seconded by Commissioner Baldwin to approve the side yard variance as requested.
