16 DEC 12 CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING DECEMBER 12, 2016 7:00 P.M. – 7:09 P.M. OPENING REMARKS: The Planning Commission of the City of Jacksonville, Arkansas met in regular session on December 12, 2016. Chairman Moore opened the meeting at approximately 7:00 p.m. expressing appreciation to those in attendance. ROLL CALL: Commissioners Scott Scholl, Barbra Mashburn, Rick White, Robert Price, and Virgil Healey answered ROLL CALL. Chairman Jim Moore also answered roll call and declared a quorum. PRESENT (6), ABSENT (3). Others present for the meeting were City Engineer Jay Whisker, Geneva Healey, interested citizens, petitioners, and press. CORRECTION AND/OR APPROVAL OF MINUTES: Commissioner White moved, seconded by Commissioner Price to approve the minutes of the November 14, 2016 regularly scheduled meeting as presented as amended. MOTION CARRIED. PUBLIC HEARING(S): REQUEST TO APPROVE PLAT(S): BUILDING PERMIT(S): a. SITE PLAN 215 South Redmond Road Mr. Christian Nelson stated that he is an employee of Petitioner Allen West, and that he will be acting as representative for Mr. West, West Groceries. He stated that Mr. West is proposing to have the property at 215 South Redmond Road utilized as a grocery warehouse. He noted that a favorable motion by the Commission would add jobs to the community. He related that his employer is a good community partner, noting that often he donates food. City Engineer Jay Whisker noted that the property is located directly across from the “old warehouse row”. He stated that the petitioner is proposing to construct a 6,000 square foot warehouse. He then noted that the property is unplatted. In response to a question from Alderman Mashburn, Mr. Nelson replied that the only utilities would be water and electric. Chairman Moore related that he had spoken with Mr. West today, adding that the building will be similar to a grocery store with an office and restrooms. He stated that Mr. West’s business has grown and he needs the extra space. He noted another building on the property that will be turned into a warehouse for storage. He explained that the new building would be constructed on a slab and will be used as a shopping area with an office and restrooms. Commissioner Price questioned if sewer and a fire hydrant were already available to the property. CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING DECEMBER 12, 2016 7:00 P.M. – 7:09 P.M. City Engineer Whisker stated that the property has everything needed to proceed with the proposed plans. He then noted that since sidewalk is required of everyone, and currently there are six building permits in the industrial area, but only one was required to have a sidewalk. He stated that it was looked at closely and determined that sidewalks are not advantageous in an industrial area. He stated that the recommendation for the future would be to remove the industrial areas out of the Master Sidewalk Plan. Chairman Moore noted that the building will be located a good ways back from the street, a sidewalk would not be beneficial. In response to a comment from Commissioner Price, Mr. Nelson answered that parking or access to the building would not be an issue. Chairman Moore noted that the items are considered to be bulk with discounted prices. Mr. Nelson concurred, reiterating that many bulk items are donated to the churches and schools. City Engineer Whisker answered Commissioner Healey, saying that Mr. West has not completely settled on all his plans for the business. He went on to say it has been referred to as a warehouse, a grocery store with a place for freezers. It may or may not have the freezers or the offices. He clarified that the 6,000 square foot building is the only concrete item that Mr. West has settled on and everything else is a work in progress. Mr. Nelson reiterated that the existing building is needed because Mr. West has run out of space; the new building will become a storage facility which is what the existing building is being used for now. Chairman Moore noted that Mr. West does have freezers for cold item storage. He added that it would be like a regular grocery store. City Engineer Whisker stated that he feels some of the plans are still in limbo but if the 6,000 square foot building is approved, the Engineering Department will take care of making sure that those buildings are safe. Commissioner Price moved, seconded by Commissioner Mashburn to approve the site plan for 215 South Redmond Road as requested. MOTION CARRIED. b. SITE PLAN John Harden Drive Dash Boat/RV Storage Petitioner was not present, item was deferred until the petitioner could be present.
