REGULAR PLANNING COMMISSION MEETING
NOVEMBER 9, 2015

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in regular session on November 9, 2015. Chairman Moore opened the meeting at approximately 7:00 p.m. expressing appreciation
to those in attendance.
ROLL CALL: Commissioners Patrick Thomas, Jim Peacock, Scott Scholl, Joe Cummings, Jr., Rick White, and Alderman Howard answered ROLL CALL. Chairman Moore also answered roll call and
declared a quorum. PRESENT (7), ABSENT (2).
Others present for the meeting were City Engineer Jay Whisker, Mayor Fletcher, Joe Douglass, Tim Lemons, Greg Heslep, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Alderman Howard moved, seconded by Commissioner White to approve the minutes of the October 12, 2015 regularly scheduled meeting as presented. MOTION CARRIED.
PUBLIC HEARING(S): REZONING Base Meadows PH V 16-32
Chairman Moore opened the public hearing at approximately 7:01 p.m.
City Engineer Whisker stated that both items on the Planning Commission agenda deal with Base Meadows PH V, explaining that the rezoning request is from R-0 to R-1A for lots 16-32, which
is accompanied by a preliminary plat for lots 1-34. He related conversations with developer Greg Heslep and Lemons Engineering regarding the lack of streetlights in PH IV after being
final platted. He then related that the study was given to the Air Base to ensure the safety of the dam, adding that there have been back and forth comments between himself and the
Base engineer and the study was forwarded to the Corp. of Engineers. He stated that the Corp. would be the entity to justify if the level of the dam is low, medium, or high hazard.
He added that he has not heard back from the Corp. or the Air Base as yet.
Chairman Moore commented that in the September minutes when this was addressed as a sketch plat, City Engineer Whisker had stated that he was waiting to hear back from the Corp. and
that it would be significant to have that at the preliminary plat stage of presentation.
City Engineer Whisker responded that he had informed Mr. Heslep and his engineer of the importance to hear back from the Corp. before proceeding, but they wanted to push forward with
the development. He stated that he then informed Mr. Heslep that he could go ahead with the preliminary plat but it would be his recommendation to the Commission to table the item
until the streetlights are put in regarding PH IV and the recommendation is received from the Corp. of Engineers regarding the dam.

Alderman Howard moved, seconded by Commissioner Peacock to table the rezoning of Base Meadows PH V lots 16-32 and the preliminary plat of Base Meadows PH V lots 1-34. MOTION CARRIED.
Chairman Moore closed the public hearing at approximately 7:04 p.m.

Item was tabled until further notice.
