REGULAR PLANNING COMMISSION MEETING
DECEMBER 14, 2015

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in regular session on December 14, 2015. Chairman Moore opened the meeting at approximately 7:00 p.m. expressing appreciation
to those in attendance.
ROLL CALL: Commissioners Jim Peacock, Jr., Scott Scholl, Rick White, and Alderman Howard answered ROLL CALL. Chairman Moore also answered roll call and declared a quorum. PRESENT (5),
ABSENT (4).
Others present for the meeting were City Engineer Jay Whisker, Tim Lemons, Greg Heslep, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner White moved, seconded by Alderman Howard to approve the minutes of the November 9, 2015 regularly scheduled meeting as presented. MOTION CARRIED.
PUBLIC HEARING(S):
REQUEST TO APPROVE PLAT(S): REVISED PRELIMINARY PLAT Base Meadows PH V-A Lots 87-103 and Base Meadows PH V-B Lots 104-119
City Engineer Whisker explained that the lights were installed in PH IV, adding that the Corp. of Engineers in Vicksburg, Mississippi is reviewing the plans. He related that the developer
has decided to hold off on development of the area beyond the creek, which is labeled Base Meadows PH V-B Lots 104-119. He explained that they are only requesting approval for PH V-A
Lots 88-103, adding that all the lots front Aviator Drive except for the lots in Aviator Cove. He then explained that the developer has added a “hammerhead T” at the end of Aviator
Cove instead of a turnaround. He stated that it would be temporary until PH V-B is approved. He stated that this phase would complete the loop from Hwy. 107 connecting back into PH
II on the backside. He stated that this is the only two temporary turnarounds with this being the connecting point, adding that PH 5-B will be the last part of Base Meadows that has
not platted and completed.
Tim Lemons of Lemons Engineering stated that since they have not heard back from the Corp. of Engineers, they are requesting that PH V-B Lots 104-119 be removed from the agenda. It
was then clarified that PH V-A is numbered as Lots 87 – 103 not 88-103.
City Engineer Whisker clarified that if they had heard back from the Corp. of Engineers in a positive manner, then we would be proceeding with PH V-B at this meeting.
Alderman Howard moved, seconded by Commissioner Peacock to approve the Revised Preliminary Plat of Base Meadows PH V-A Lots 87-103 as presented. MOTION CARRIED.
