REGULAR PLANNING COMMISSION MEETING
AUGUST 10, 2015

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in regular session on August 10, 2015. Vice Chairman Moore opened the meeting at approximately 7:00 p.m. expressing
appreciation to those in attendance.
ROLL CALL: Commissioners Jim Peacock Jr., Scott Scholl, Rick White, and Alderman Howard answered ROLL CALL. Vice Chairman Moore also answered roll call and declared a quorum. PRESENT
(5), ABSENT (3) OPENINGS (1).
Others present for the meeting were City Engineer Jay Whisker, Aaron Robinson, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner White moved, seconded by Alderman Howard to approve the minutes of the July 13, 2015 regularly scheduled meeting as presented. MOTION CARRIED.
PUBLIC HEARING(S):
REQUEST TO APPROVE PLAT(S): PRELIMINARY PLAT Renewal of approval for Lemac Subdivision
Petitioner representative Aaron Robinson of Bond Engineering related that the plat was previously approved by the Planning Commission, adding that the plat has not changed from that
approval. He stated that they are requesting a re-approval of the same plat. He added that the plat has already been reapproved by the Health Department.
City Engineer Whisker noted that Lemac Street was constructed sometime in the 90’s, saying that it joins Stanphill to Southeastern. He stated that on the south side of the Street it
is typically trailer parks and the north side was going to be mobile homes with individual lots. He continued saying that the property was rezoned a number of years ago for small lots
with starter homes. He stated that because there is already street, curb, and gutter; the only requirements are for a waterline, sewer, and a sidewalk along both Stanphill and Lemac.
Alderman Howard moved, seconded by Commissioner White to approve the preliminary plat of Lemac Subdivision contingent on approval by the Water and Wastewater Departments and sidewalk
along Stanphill Road and Lemac Drive. MOTION CARRIED.
BUILDING PERMIT(S):

GENERAL: Resignation of Chairman Joe Ott, Nominations for 2015 Planning Commission Chairman
Alderman Howard moved, seconded by Commissioner White to nominate Vice Chairman Jim Moore to serve the remainder of 2015 as Planning Commission Chairman. MOTION CARRIED.
Jim Moore has previously been serving as Vice Chairman, which automatically serves as Chairman of the Board of Adjustment, which opens that position.
Alderman Howard moved, seconded by Commissioner White to nominate Commissioner Jim Peacock, Jr. to serve as Planning Commission Vice Chairman. MOTION CARRIED.
Commissioner Jim Peacock declined to serve as Vice Chairman at this time due to family and business commitments.
Alderman Howard and Commissioner White withdrew their motion.
Alderman Howard moved, seconded by Commissioner Peacock to nominate Commissioner Rick White to serve as Planning Commission Vice Chairman and Chairman to the Board of Adjustment. MOTION
CARRIED.
Rick White had previously been serving as a Planning Commission volunteer to the Board of Adjustment, which now opens that position.
Commissioner Scott Scholl volunteered to serve as a member of the Board of Adjustment serving from the Planning Commission.

ADJOURNMENT: Chairman Moore without objection, adjourned the meeting at approximately 7:09 p.m.
