AN ORDINANCE AMENDING AND MODIFYING JMC § 1.12. FOR
APPROVAL AND ADOPTION OF A REVISED WARD REDISTRICTING PLAN
WITHIN THE CITY OF JACKSONVILLE, ARKANSAS; FOR USE AND
ADHERANCE TO SAID REDISTRICTING PLAN FOR ALL CITY-WIDE
ELECTIONS DURING THE CALENDAR YEAR 2022 FORWARD; TO EFFECT
CERTIFICATION TO THE PULASKI COUNTY CLERK AND PULASKI
COUNTY ELECTION COMMISSION OF THE MODIFIED REDISTRICTING
PLAN; AND, FOR OTHER PURPOSES.
WHEREAS, in accordance with ACA § 14-43-311, the Jacksonville City Council
has authority to re -district the Wards within the City so as to equalize population figures
in the various Wards throughout Jacksonville. The City Council has a duty to see that
each Ward has as nearly an equal population as best able to serve the interests of the
citizens of Jacksonville and attempt to do so in a manner so as not to affect terms of
office of incumbent members of the City Council; and,

WHEREAS, because of changing population figures, the City Council desires to
re -district the Wards in a manner so as to provide that said modifications of the City's
Wards to affect 2022 elections and forward until otherwise properly amended or
modified.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: Due to a change in population figures, zones, and other
relevant factors and pursuant to the authority granted the City Council under ACA § 14-
43-311, the boundaries and areas of the Wards of the City of Jacksonville are in need of
amendment and modification. Such need is declared, and the City Council acts to amend
and modify said Wards as herein provided.
SECTION TWO: JMC § 1.12.010 (Redistricting) is hereby amended and
modified to include the following:
a. It is hereby declared and found that Five (5) Wards shall exist within the
City of Jacksonville, Arkansas, providing physical boundaries as more
particularly described as follows:
Ward One — Bordered on the North by the city limits, as it exists to the
East of Hwy. 67/167, then on the South by Brewer Street, North First, and
the area between Center Street, E. Main, and South Oak, it is encompassed

by the Union Pacific Railroad and Hwy. 67/167 on its Eastern and
Western borders (respectively).
Ward Two — Bordered on the North by N. Bailey Street, Brewer Street,
and the Union Pacific Railroad, it extends to the Southern and Eastern
City limits and to South Road, Ray Road, and Stanphil Road on its
Western border.
Ward Three — Bordered on the North by W. Main Street, it extends to the
Southern City limits, to Spring Street, South Road, Ray Road, and
Stanphil Road on its Eastern border and Hwy. 67/167 on its Western
border.
Ward Four — Bordered on the North by Little Rock Air Force Base's
southern border, it extends to the Southern and Western City limits to
Hwy. 67/167, N. James Street, Bailey Street, and Brewer Street on its
Eastern border.
Ward Five — Extending to the Northern city limits, as it exists to the West
of Hwy. 67/167 and the Western City Limits, it extends to the Southern
border of Little Rock Air force Base to Hwy. 67/167, then the area North
of Gregory Street, lying west of Hwy. 67/167 & East of Marshall Road.
b. A map of said Wards shall be maintained and available in the City Clerk's
Office reflecting the physical boundaries of the Five (5) Wards, a copy of which
is attached hereto and made a part hereof, marked and identified as Exhibit A.
SECTION THREE: JMC § 1. 12.020 (Effect on Elections) is hereby amended
and modified to include the following:
It is hereby declared by the Jacksonville City Council that the Ward Redistricting
Plan adopted herein shall in no manner affect or apply to existing terms of office for the
current members of the Jacksonville City Council. Said Ward Redistricting Plan adopted
herein shall be utilized in City-wide elections held in the calendar year 2022 forward until
and unless otherwise amended and modified in accordance with State statute.
SECTION FOUR: A certified copy of this Ordinance shall be delivered by or
on behalf of the City Clerk of the City of Jacksonville, Arkansas, to the Pulaski Circuit
Clerk and the Pulaski County Election Commission, whose duty it shall be to duly record
and ultimately implement the terms and conditions of this Ordinance for all future
elections held within the City of Jacksonville.
SECTION FIVE: All Ordinances or parts thereof in conflict herewith are
hereby repealed to the extent of said conflict.

SECTION SIX: This Ordinance, necessary for the improvement of public
elections held by the citizens of Jacksonville, should be implemented for any and all
City-wide elections held in the calendar year 2022 forward. Therefore, this Ordinance
shall be in force and effect from and after its date of passage, subject to and by applicable
law.
