1671FILED 10129121 12:51.47 Terri Hollinssworth PUIaSI-4 Co ORDINANCE NO. 1671 (#21 - 2021) - erk AN ORDINANCE TO SET ADDITIONAL MILLAGE TAX RATES TO BE ESTABLISHED IN 2022 FOR THE CITY OF JACKSONVILLE, ARKANSAS; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, State law mandates that the County Quorum Court adopt an ordinance prior to the end of the year which established the various millage rates for assessments on real and personal property for the coming year; and WHEREAS, the 2022 millage rates shall be established as stated in the following sections; subject to approval of this governing body. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: A tax of one-half (.5) mill on each dollar of assessed valuation of all real and personal property within the City be and hereby is levied by the City Council to be collected with those taxes collected in the year 2022 for the purpose of funding the City's General Fund. SECTION TWO: A tax of one-half (.5) mill on each dollar of assessed valuation of all real and personal property within the City be and hereby is levied by the City Council to be collected with those taxes collected in the year 2022 for the purpose of funding the City's Capital Equipment. SECTION THREE: A tax of one (1) mill on each dollar of assessed valuation of all real and personal property within the City be and hereby is levied by the City Council to be collected with those taxes collected in the year 2022 for the purpose of funding the City's Police Pension. SECTION FOUR: A tax of one (1) mill on each dollar of assessed valuation of all real and personal property within the City be and hereby is levied by the City Council to be collected with those taxes collected in the year 2022 for the purpose of funding the City's Fire Pension. SECTION FIVE: A certified copy of this Ordinance shall be delivered to the County Clerk of Pulaski County, Arkansas, whose duty it shall be to levy and collect taxes according to the terms of this Ordinance. ORDINANCE NO. 1671 (#21 - 2021) Page Two SECTION SIX: If any provisions of this Ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions of the Ordinance which can be given effect without the invalid provisions or application, and to this end, the provisions of the Ordinance are declared to be severable. All Ordinances or parts thereof in conflict herewith are hereby repealed to the extent of said conflict. SECTION SEVEN: It is essential to the public health, safety, and welfare that the proper millage rates be stated each year, and this information be promptly communicated with the Pulaski County government in order to assure the appropriate tax millage is put in to effect for the following calendar year; therefore, an emergency is, declared to exist and this Ordinance shall be in full force and effect from and after the date of passage.
