ORDINANCE NO. 1653 (#03-2021)
AN ORDINANCE AMENDING PROCEDURE AND FORM OF REGULAR CITY
COUNCIL MEETINGS FOR THE CITY OF JACKSONVILLE, ARKANSAS;
AMENDING ORDINANCE NUMBERS 132 AND 532, SPECIFICALLY
CODIFIED AS JACKSONVILLE MUNICIPAL CODE SECTIONS 2.04.010 AND
2.04.020; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS:
SECTION ONE: Ordinances No. 132 and 532 specifically codified as
Jacksonville Municipal Code Section 2.04.010 shall be amended to read as follows:
2.04.010 Meetings —Parliamentary Procedure
All meetings held on regular meeting nights and at any other times shall be
conducted pursuant to the rules and regulations set forth in Robert's Rules of
Order and Parliamentary Procedure and The Procedural Rules for Municipal
^— Officials as published by the Arkansas Municipal League.
In the absence of the Mayor, the City Council shall elect a first and second
president pro tempore to preside over Council meetings and perform the duties
of office if the Mayor is unavailable or cannot be located.
SECTION TWO: Ordinances No. 132 and 532 specifically codified as
Jacksonville Municipal Code Section 2.04.020 shall be amended to read as follows:
2.04.020 Matters to be ruled upon — Form
All matters to be ruled upon by the City Council are ordered to be prepared in
a form to be approved by the City Attorney and presented to the City Clerk no
later than noon on the Friday prior to the next regular meeting at the City
Council or the same shall not be considered at that meeting. All matters
presented orally at any regular meeting of said council shall be reduced to
writing by the City Clerk and presented for action to be taken thereon at the
next regular meeting of the City Council. No such item shall be added or
removed from the agenda unless specifically withdrawn by the sponsoring
Council member(s).
SECTION THREE: All Ordinances or parts of Ordinances in conflict herewith
are hereby repealed to the extent of such conflict.
SECTION FOUR: Because conditions affecting the City's business and
financial needs are of such a timely nature, it is hereby necessary to the welfare of the
citizens of Jacksonville, Arkansas, that an emergency hereby be declared and this
Ordinance shall take effect immediately upon its passage and its publication, as provided
by applicable law.
