April 20th., 1954...City Hall a Committee meeting attended by the following; Alderman Bill Alberson and James Canfield, Water Committeemen, X. S. Smart End Noel Webb and Edwin Schmitt, representating local business - men; who comprise 100 of the Committee appointed by the Mayor;`, -, to study thin problem. Meeting called to order at 8:30 p.m. by James Canfield, who I acted as chairman. Ordinance which established the Water and Sewer Committee and grants member;, their power was read and `II discussed. General Dissussion of the problem at hand followed. Spectators Walter Reaton and ;shit Davis were allowed to comment. SECTION 1: That when any vacancy shall occur in any department of the City of Jacksonville public notice shall.be posted and atnlicntions taken for said job for a period of time as shall be deemed suitable by the Head of the Affected Department. SECTION 2: That when any applicant who lives within the 'City of Jact :sonvi],le, having ouaiities and abilities equal to or ; L better than j other applicant4, said. resident shall be given preference over those al: licants rho are not Residents. • SECTION 3: In the event that a non - resident be hired for any full -time job, this employee shall be required to move to • Jac'_ssonville r;ithi.n e. limit of time that is to be determined as just and fair by the Head of the Dey ertment concerned. SECTION 4: Section 1 and 2 of this resolution shall apply to all jobs in all de; of the City both full -tine and Part-Timer for jobs now existing and hereafter created. SECTION SI The Council further reccomends that administorators of all departments of the City of Jacksonville make every effort to see that all present employees who are not now residents of ' Jacksonville move to this City as soon as it becomes economical and physically possible.
