1443 ORDINANCE NO. 1443 (#05 - 12)
AN ORDINANCE WAIVING COMPETITIVE BIDDING BY THE CITY OF
JACKSONVILLE,ARKANSAS, FOR THE PURPOSE OF PURCHASING A NEW
PUMP STATION SCADA SYSTEM ON BEHALF OF THE JACKSONVILLE
WASTEWATER UTILITY FOR THE VALENTINE-WOOTEN ROAD PROJECT;
AND, FOR OTHER PURPOSES.
WHEREAS, because the Valentine-Wooten Road Project is constructing five
new pump station sites, which will become a part of the Jacksonville Wastewater
Utility's collection system, and the JWU will provide Four (4) SCADA units from
decommissioned pump stations, and will require One (1) new Pump Station SCADA
system so that the new Pump Stations will be equally equipped as other similar units
within the Utility's SCADA system;
WHEREAS the Jacksonville Wastewater Utility has utilized SCADA System
equipment since 2003 and believes this system is best suited for current and future
needs of the Utility. Further, this monitoring system is required to be compatible
with existing radio telemetry, software, and existing pump station SCADA units; and,
WHEREAS, BT Environmental of Hot Springs, Arkansas, is the sole Arkansas
representative that markets and services this compatible SCADA System, which is
equivalent and compatible with the Utility's existing monitoring system.
BE IT ORDAINED A N D ENACTED BY THE CITY COUNCIL OF THE CITY
OF JACKSONVILLE, ARKANSAS:
SECTION ONE: Competitive bidding.for the purpose of purchasing a
new Pump Station SCADA System and accompanying equipment for the Jacksonville
Wastewater Utility would be costly, non-productive, and time consuming, making
said competitive bidding unfeasible and impractical.
SECTION TWO: Pursuant to ACA § 14-58-383, competitive bidding is
hereby waived for the purpose of purchasing One (.1 Pump Station SCADA System,
One (1) new Remote Terminal Unit(RTU) per specifications, Four(4) new antennas
for transmission of signals, and Five (5) Submersible Pressure Transducers, .and all
appropriate equipment necessary for the relocation of the Four (4) ARTU sites, as
well as providing for the reprogramming, installation, and initial implementation of
the SCADA Pump Station Monitoring System for the Jacksonville Wastewater Utility.
Authorization is hereby given to the Mayor and/or his designated representative to
execute necessary documents with BT Environmental of Hot Springs, Arkansas, for
the purchase of said equipment and services. It is anticipated that the equipment
and services as specified on the attached, will be provided for a total cost to the
Jacksonville Wastewater Utility not to exceed Forty-eight Thousand Nine Hundred
Eighty-seven Dollars ($48,987.00), together with all applicable taxes and other
associated costs due.
SECTION THREE; All Ordinances, parts of Ordinances,or previous actions
taken by said Council in conflict herewith are hereby repealed to the extent of such
conflict.

SECTION FOUR; This Ordinance shall take effect upon passage and
publication, as provided by and subject to the requirements of applicable law.
