REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in Regular Session on June 2, 2011 at the regular meeting place of the Council. Alderman Smith delivered the invocation and Scout Troop 170 led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Smith, McCleary, Sansing, Ray, Rinker, Traylor, Stroud, Robinson, and Howard answered roll call. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT TEN (10), ABSENT (0). Others present for the meeting were: City Attorney Robert Bamburg, Director of Administration Jim Durham, Fire Chief John Vanderhoof, Police Chief Gary Sipes, Parks and Recreation Director Kristen Griggs, Finance Director Cheryl Erkel, 911 Director Tabby Hughes, Public Works Director Jim Oakley, Human Resource Director Jill Ross, CDBG Director Theresa Watson, IT Director Barbara Daniel, Wastewater Manager Thea Hughes, Addie Gibson, Jim Moore, interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of May 5, 2011 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Smith moved, seconded by Alderman Stroud that the minutes of the Regular City Council meeting of 21 April 2011 be APPROVED. MOTION CARRIED. CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT Alderman Elliott moved, seconded by Alderman Ray to approve the Regular Monthly Report for April 2011 regarding annual crime statistical comparisons. REGULAR MONTHLY REPORT/FIRE DEPARTMENT Alderman Elliott moved, seconded by Alderman Ray to approve the Regular Monthly Report for April 2011 from the Jacksonville Fire Department, which reflects a fire loss of $1,500.00 and a savings total of $248,500.00. REGULAR MONTHLY REPORT/ANIMAL CONTROL Alderman Elliott moved, seconded by Alderman Ray to approve the Regular Monthly Animal Control Report for April 2011. Said report reflects: ADOPTION/FINES: $1,165.00 CONTRIBUTIONS: $ 0.00 TOTAL: $1,165.00 Alderman Stroud commended the Animal Control Department for the progress made with maintaining the pit bull situation in Jacksonville. He noted the that there has only been one pit bull bite in the last 2.5 years. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JUNE 2, 2011 7:00 P.M. – 7:19 P.M. WATER DEPARTMENT: WASTEWATER DEPARTMENT: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: Request to accept bid for 2011 Asphalt Pavement Sealing Public Works Director Jim Oakley explained the program will only address a few streets regarding a micro-sealer, approximately one mile of roadway. He related that the program is experimental to seal streets that were previously overlaid in the past couple of years, regarding the preservation of the asphalt by keeping water out of the overlay. He noted that the actual overlay list has not been formulated yet. He stated that the company, Hawk Systems, was used by the City once before with satisfactory results. He then answered that it should extend the life of the roadway by five to ten years. Alderman Ray moved, seconded by Alderman McCleary to accept the bid from Hawk in the amount of $13,904.00 with funds to be drawn from the Street Department Fund. MOTION CARRIED. SANITATION DEPARTMENT: PARKS & RECREATION: PLANNING COMMISSION: GENERAL: a. RESOLUTION 661 (#7-2011) A RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT A GRANT APPLICATION TO THE STATE OF ARKANSAS TO OBTAIN FUNDS FOR THE PURCHASE AND INSTALLATION OF A PERMANENT GENERATOR FOR THE WEST SEWER PUMP STATION; AND, FOR OTHER PURPOSES. Alderman Ray moved, seconded by Alderman Sansing to read Resolution 661 (#7-2011). Wastewater Manager Thea Hughes stated that this is an opportunity to have a permanent generator at the largest pump station in Jacksonville, which serves approximately 30% of the population. MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Resolution 661 (#7-2011). Alderman Ray moved, seconded by Alderman Smith to approve Resolution 661 (#7-2011) in its entirety. RESOLUTION 662 (#8-2011) A RESOLUTION CONGRATULATING AND SUPPORTING COACH LARRY BURROWS AND THE 2011 STATE CHAMPION (6A) BASEBALL TEAM OF JACKSONVILLE HIGH SCHOOL; AND, FOR OTHER PURPOSES. Alderman Elliott moved, seconded by Alderman Smith to read Resolution 662 (#8-2011). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Resolution 662 (#8-2011). Alderman Smith moved, seconded by Alderman McCleary to approve Resolution 662 (#8-2011) in its entirety. MOTION CARRIED. c. PRESENTATION regarding Sanitation Services by Public Works Director Jim Oakley Public Works Director Jim Oakley reviewed the brochure that is being distributed to each residence in Jacksonville. He explained that approximately of the residents have gotten brochures and the rest will be finished by tomorrow. He noted that the brochure offers a street index indicating which weekday routes are collected across Jacksonville. He then answered that all Jacksonville residents have received their new garbage bins that would be used in the automated collection system; adding that the commercial cans will be delivered next week. He related that they are prepared to begin the once weekly pickup next week, adding that an all-call would be used to remind residents that the collection schedule has been changed to once weekly. In response to a question from Alderman Smith, Public Works Director Jim Oakley responded that while the new collection trucks will not arrive until the middle of July, the Sanitation Department is prepared to use existing trucks with a rear hydraulic tipper to collect garbage from the new bins. Public Works Director Jim Oakley concurred with Mayor Fletcher that residents are being asked to put garbage in plastics bags before placing garbage in the collection cans. He explained that this would help prevent the scattering of light-weight garbage items on windy days. He then answered that garbage, yard waste, and recycling will be collected on the same day. In response to a question from Alderman Robinson, Public Works Director Jim Oakley answered that weekday holidays would cause garbage to be picked up one day later, moving all subsequent days out by that one day. He then added that when this occurs they would cancel the Friday bulk item pickup. He stated that it is preferred residents only use the new garbage cans, noting that the new garbage trucks will only be able to collect from the cans that were provided by the City. He noted that some residents have CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JUNE 2, 2011 7:00 P.M. – 7:19 P.M. opted for the smaller cans, while other residents have requested two of the larger cans. Mayor Fletcher noted that the largest problem cities have experienced that have transferred to this type of collection system has been the education process for its citizens. He noted that the primary factor is having the pickup handle facing the street so the truck can lift the can for dumping. Public Works Director Jim Oakley replied that he has ordered stickers to be placed on the containers to help residents properly place the cans for pickup. He went on to say that the sticker would include the day for pickup. He related that all questions can be directed to the Public Works Department. d. Request to reschedule the next regularly scheduled City Council meeting Mayor Fletcher noted a scheduling conflict regarding the next regularly scheduled City Council meeting and this year’s Arkansas Municipal League Conference in Hot Springs. Alderman Elliott moved, seconded by Alderman McCleary to reschedule the regularly scheduled City Council meeting from June 16, 2011 to June 14, 2011. MOTION CARRIED. ANNOUNCEMENT(S): Mayor Fletcher acknowledged Human Resource Director Jill Ross and her staff regarding their efforts with the new Personnel Policy. Mayor Fletcher then noted that the lights have been installed at the intersection of Main, James & Dupree and two nights ago was the first time the new lights were used. He complimented the work and its appearance. He then announced that the second engineering report regarding repairs for the indoor pool has been received and it is unfortunate but the pool is unable to be opened for the remainder of the year. He stated that the roof will have to be removed for repairs to be done correctly. ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at approximately 7:19 p.m. MOTION CARRIED.
