ORDINANCE NO. 1378 ( #21 - 09)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE
RECONFIGURATION OF THE CITY OF JACKSONVILLE'S WEBSITE AND
ENHANCEMENT OF INFORMATION AND SERVICES AVAILABLE THROUGH
THE CITY'S ONLINE WEBSITE AND SYSTEM; DECLARING AN EMERGENCY
AND, FOR OTHER PURPOSES.
WHEREAS, the City of Jacksonville is in need of an updated and enhanced
Website Management System and applicable customized software required for
more efficient effective, and expanded provisions of public information provided
through the City's website; and,
WHEREAS, said enhanced design and customized computer software, related
services, training, and support are readily available at a competitive price and in a
timely manner through Vision Internet Providers Inc., the company which furnished
the best and most substantial qualification information for the City through its
previously published Request for Qualifications. As such, the City of Jacksonville
Information Technology Department recommends and requests waiver of
competitive bidding so that the City may contract with Vision Internet Providers, Inc.
to purchase the needed enhanced website design and related systems services.
NOW THEREFORE BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL 6F THE CITY OFJACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: Competitive bidding for the purchase of enhanced design
and customized computer software, related services, training, and support for a
more efficient, effective, and expanded City website for the City of Jacksonville
I would be costly and non - productive, making said competitive bidding unfeasible and
impractical after receiving responses to the City's Requests for Qualifications.
SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA
§14 -58 -383, to authorize the purchase of enhanced design and customized
computer software, related services, training and support for a more efficient,
effective, and expanded City website for the City of Jacksonville. Authorization is
hereby given to the Mayor and City Clerk to enter into a contract with Vision
Internet Providers, Inc of 2530 Wilshire Blvd., Santa Monica, California, for the
purchase of said website enhanced design services and customized computer
software, related services training, and support at a cost not to exceed Fifty
Thousand and No /100 Dollars ($ 50,000.00), including any applicable taxes.
SECTION THREE: All Ordinances, parts of Ordinances or previous actions
of said Council in conflict herewith are hereby repealed to the extent of such
conflict.
SECTION FOUR: This Ordinance, necessary for the improvement of public
services and the health, safety, and welfare of the citizens of Jacksonville, should be
implemented immediately. Therefore, an emergency is hereby declared, and this
Ordinance shall be in force and effect from and after its date of passage.
