1332 ORDINANCE NO, 1332 ( #31 - 07)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE
OF COMPUTER SOFTWARE SYSTEM FOR THE JACKSONVILLE ANIMAL
SHELTER; DECLARINGAN EMERGENCY; AND, FOR OTHER PURPOSES.
WHEREAS, the Jacksonville Animal Shelter is in need of a computer software
system for management of records regarding adoptions, shelter animals, licenses,
fees, and court records; and,
WHEREAS, Multiple Options, Inc. of Providence, Rhode Island, is qualified to
provide said software, support services, implementation, and training for such and
has agreed to do so timely and at a competitive cost. From research and referrals,
this software is the best available and is highly recommended. As such, the
Department recommends waiver of competitive bidding and for the City to contract
with Multiple Options, Inc. to purchase the necessary software and system.
NOW THEREFORE BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL 6F THE CITY 6F JACKSONVILLE, ARKANSAS, THAT ::
SECTION ONE: Competitive bidding for the purchase of software,
services, implementation and training program the Jacksonville Animal Shelter
would be costly and non - productive, making said competitive bidding unfeasible and
impractical.
SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA
§14-58 -383, to authorize the purchase of software, services, implementation, and
training for the Jacksonville Animal Shelter. Authorization is hereby given to the
Mayor and City Clerk to enter into a contract with Multiple Options, Inc. of
Providence, Rhode Island, for the purchase of a software management system
support services, implementation, and training for the Jacksonville Animal Shelter at
a cost not to exceed Eleven Thousand Fifty Dollars ($11,050.00).
SECTION THREE: All Ordinances, parts of Ordinances, or previous actions
taken by said Council in conflict herewith are hereby repealed to the extent of such
conflict.
SECTION FOUR: This Ordinance, necessary for the improvement of public
facilities and the health, safety, and welfare of the citizens and animals of
Jacksonville, should be implemented immediately. Therefore, an emergency is
hereby declared, and this Ordinance shall be in force and effect from and after its
date of passage.
