0473 ORDINANCE NO, 4 7 3 AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF JACKSONVILLE TO PURCHASE FROM GWATNEY MOBILE HOMES, A MOBILE HOME TRAILER FOR TEMPORARY HOUSING OF THE FIRE DEPARTMENT; WAIVING THE RE- QUIREMENTS OF COMPETETIVE BIDDING BECAUSE OF THE EXCEPTIONAL CIRCUMSTANCES IN THE WHICH THE TRAILER MUST BE OBTAINED, AND DEEMING SUCH COMPETITIVE BIDDING NOT FEASIBLE OR PRACTICAL; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES. WHEREAS, it is necessary for the protections of all citi- zens of the City of Jacksonville, that new fire station facili- ties be erected as soon as possible, and WHEREAS, the contractor that will erect the new fire sta- tion for the City of Jacksonville is ready to begin contruction of the new Fire Department Building once the old Fire Department Building is removed, and WHEREAS, it is necessary that during the interim period in which the Fire Department is moved out of the old building into the new Fire Department Building that temporary housing be provided for the firemen and equipment in order that there will be absolutely no break in the services of the Fire Department, and WHEREAS, the Mayor and the Fire Chief of the City of Jack- sonville have been attempting to obtain temporary housing for the firemen during this period, and WHEREAS, the Mayor and the Fire Chief have contacted numer- ous mobile home parks in an attempt to find a solution to the temporary housing problem and WHEREAS, due to the emergency that immediate temporary housing be provided so that the demolition of the old building and construction of the new building can be started, and WHEREAS, the Mayor and City Council of the City of Jack- sonville therefore deem it necessary to waive the requirements of competitive bidding because of the exceptions circumstances which dictate that such bidding would not be feasible or practical. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS. SECTION 1, That the Mayor of the City of Jacksonville, be and hereby is authorized to purchased from Gwatney Mobile Homes a mobile home trailer to be used as temporary housing for the Fire Department and the equipment used by the Fire Department in an amount less than Six Thousand and no /100 ($6,000.00) Dollars. SECTION 2. That the Mayor and City Council of the City of Jacksonville, because of the emergency situation for providing for temporary housing for the Fire Department and the absolute neces- sity that contruction on the new Fire Department be started imme- diately, the Mayor and City Council of the City of Jacksonville hereby waive the requirements of competitive bidding because of the exceptional circumstances and emergency situation which there- fore dictate that competitive is not feasible or practical. Page Two SECTION 3, This ordinance being necessary for the imme- diate preservation of the public, health, safety, welfare and morale of the citizens of the City of Jacksonville, Arkansas, an emergency is hereby declared to exist and this ordinance shall have full force and effect immediately after its passage.
