AN ORDINANCE RECLASSIFYING VARIOUS PROPERTIES IN THE CITY OF
JACKSONVILLE, ARKANSAS; AMENDING ORDINANCE NOS. 213 AND 238
OF THE CITY OF JACKSONVILLE, ARKANSAS; DECLARING AN EMERGENCY,
AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACK-
SONVILLE, ARKANSAS, that:
Section 1. The zone classification of the following property be and
is hereby changed as indicated:
Part of the Southeast Quarter (SE4) of Section 29, Township Three
(3) North, Range Ten (10) West, more particularly described as follows:
Starting at the NE corner of said SE*; thence South 88 °52' West 930
feet; thence South 2 ° 08' West 206.0 feet; thence South 88 ° 52' West approximately
40 feet to the West right of way line of the 125' gas line easement, which is the
Eastern boundary of this property, and this being the point of beginning of this
hereinafter described tract; thence continuing South 88 ° 52' West 457.69 feet to
the East right of way of Stanphil Road; thence South 4°06'50" West 911.9 feet;
thence South 82 °47'20" East 200 feet; thence South 4 West 200 feet;
thence South 82 ° 47'20" East approximately 450 feet to the West line of the gas
line easement; thence northwesterly along the gas line easement approximately
1150 feet to the point of beginning, containing 14 acres, more or less, all in
Pulaski County, Arkansas. Rezoned from Class R -1 to Class R -3.
Section 2. That the map referred to in Section 601 of the Ordinance
No. 213 of the City of Jacksonville, Arkansas, as amended by Ordinance No.
238, and designated official zoning map, should be and hereby is amended to
the extent and in the respects necessary to effect and designate the changes pro-
vided for in Section 1 thereof.
Section 3. That all ordinances or parts of ordinances in conflict here-
with are hereby repealed to the extent of any such conflict.
Section 4. This ordinance being necessary for the immediate pre-
servation of the public health, safety, welfare and morale of the citizens of the
City of Jacksonville, Arkansas, an emergency is hereby declared to exist and

The City Engineer, Bill Owens, reported that an additional fifty -five feet
of casing on an 8" Line was required on aforementioned gas line at the end
of Redmond Road when it cones across General Samuels again. Alderman Wilson
moved seconded by Alderman Honeycutt that the mayor be authorized to have
this aforementioned gas line enclosed at an approximate cost of $1,375.00.
All voted in the affirmative.

votes and 0 negative votes. Motion carried.

Alderman Wilson moved, seconded by Alderman Hill that the Ordinance be
accepted on FIRST READING. ROLL CALL and the following voted aye, Aldermen:
Hill, Elkins, Lehman, Wilson and Honeycutt. Motion received 5 affirmative
votes and 0 negative votes. ORDINANCE ACCEPTED ON FIRST READING.
Alderman Hill moved, seconded by Alderman Honeycutt to suspend the rules and
place the Ordinance on SECOND READING. ROLL CALL and the following voted
aye, Aldermen: Hill, Elkins, Lehman, Wilson and Honeycutt. Motion received
5 affirmative votes and 0 negative votes, whereupon Mayor Reid read the Or-
dinance for SECOND TIME.
Alderman Hill Moved, seconded by Alderman Honeycutt to further suspend the
rules and place the Ordinance on THIRD AND FINAL READING. ROLL CALL and
the following voted aye, Aldermen: Hill, Elkins, Lehman, Wilson and Honeycutt.
Motion received 5 affirmative votes and 0 negative votes, whereupon Mayor
Reid read the Ordinance for THIRD AND FINAL TIME.

NOTE! Concerning Passage of Ordinance #412.
Jacksonville Municipal Judge The Honorable Reed Williamson serving as spokes-
man for area surrounding aforementioned Spencer Street rezoning proposition
requested official Minutes to record the following:
"That there will be no further expansion or any further re- zoning on the
part of Bart Gray to take in the rest of this proposed land as was originally
laid out in the previous request ". "There will be no further attempts
made to reclassify aforementioned properties in the future." THE GENERAL
CONSENSUS OF THE COUNCIL WAS TO ACCEPT SPOKESMAN'S PROVISIONS TO PASSAGE
OF AFOREMENTIONED ORDINANCE, ALLOWING THE PROPERTY EAST OF THE GAS LINE
EASEMENT TO REMAIN IN ITS PRESENT CLASSIFICATION. THE PROPERTY WEST OF THE
GAS LINE EASEMENT TO BE REZONED AS OUTLINED IN ORDINANCE #412. This official
action culminates gentlemen's agreement between developer and adjacent property owners.
