AN ORDINANCE PROHIBITING CITY EMPLOYEES FROM WORKING FOR
PRIVATE CONTRACTORS WHO ARE PERFORMING WORK FOR THE CITY,
AND ESTABLISHING METHOD OF PAYMENT FOR SERVICES PERFORMED
BY PRIVATE CONTRACTORS; PRESCRIBING OTHER MATTERS THERETO
AND DECLARING AN EMERGENCY.
WHEREAS, it has been determined by the City Council of the City of
Jacksonville, Arkansas (hereinafter called "City ") that the proper and effective
anagement and control of City finances requires provisions for proper finan-
cial r= ords for work performed for the City,
NO , THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF JACIkS„ONVILLE, ARKANSAS, that
Section 1. That on an ppr oject'or undertaking being performed by a
private contractor for the City, the eKnployees of the City are hereby prohibited
from assisting or performing any work for'the private contractor.
Section 2. That the City shall make all payments for goods, products
or services rendered to the City and for which the City is4.pdebted in the
form of legal tender only.
a Section 3. This ordinance being necessary for the immediate preserve-

tion of the public health, welfare and morale of the citizens of the City of
Jacksonville, Arkansas, an emergency is hereby declared to exist and this
ordinance shall have full force and effect immediately after its passage.
