H44IERCAS, it ho.s been determined by the City Council of the Ctty of
Jacksonville, Arkansas (hereinafter called 'City ") that there Is,* need to
clarify bid procedures: for street work an projects; or undertakings in excess of
$1,000,00;
V4HER AS A rk^fleas .itatutess Annotated 919-4425 requires competitive
bidding an all expenditures for any purpose on contracts in excess of $1,000.001
WHEREAS, City Ordinance No. 307, pursuant to Arkansas Statutes
Annotated 619 -3801, requires City Council approval of any street project or
undertaking before it will be advertised for compotitiva bidding;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL Or
THE CITY OF JACKSONVILLE, ARKANSAS, that:
Section 1. On r^ny street project or undertaking which exceeds Ono
Thoucand Dollars In coat, specifications shall be prepared for the project or
undertaking or In the alternative, accurate estimates of work and materiel
quanitittes shall be prepared, and the edvorttaommnt for bids shalt be based On
such cpcctficeattons or estimates and shalt precede the award of any contract for
such project or undertaking or the beginning of any work by third parties on such
project or undertaking. Uniteadvsrtt ®ing and bidding shall be permissible if
accurate estimates of unit etuantttite s earn specified.
