ORDINANCE NO.
AN ORDINACE TO PROHIBIT THE DEPOSIT OF OFFENSIVE MATTER
ON HIGHWAYS, STREETS, ROADS, PUBLIC PROPERTY, OR PRIVATE
PROPERTY OF ANOTHER WITHIN THE CITY OF JACKSONVILLE, ARK -
SAS
WHEREAS, it is to the interest of all residents of the City
of Jacksonville, thit`th® property within said city be kept
free of litter and other offensive matter, and that all areas
within the city be as attractive as possible,
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS. -
SECTION I. From and after the passage of this ordinance it
shall be unlawful to place, deposit or dump, or cause or allow
to be placed, deposited or dumped, any garbage, swill, cans,
bottles, papers, ashes, refuse, carcass of any dead animal,
offal, trash or rubbiah, or any noisome, nauseous or offensive
matter in or upon any public or private highway, street, drive-
way or road, including any portion of the right-of-way thereof;
or in or upon any private property into or upon which the
public is admitted by easement or license, or any private pro-
perty without the consent of the owner, or in or upon any
public park or other public property within the City of Jack-
sonville.. Arkansas, other than the property designated as set
aside for such purpose by the governing board or body having
charge thereof. No portion of this section shall be construed
to restrict a private owner in the use of his property.
SECTION II. Any person, firm or corporation violating the
a provisions of Section I of this Ordinance shall be guilty of
a misdemeanor and subject to a fine of not less than. Ten
=' (010.00) Dollars and not more than One Hundred ($100.00)
Dollars
SECTION III. All laws or parts of laws in conflict with
this Ordinance are hereby repealed.
SECTION IV. This Ordinance being necessary for the immed-
iota preservation of the public peace, health and safety, an
emergency is hereby declared to exist and the same shall be in
full force and effect immediately after its passage.
