OPENING REMARKS: Chairman Bart Gray opened the meeting expressing appreciation for those in attendance and requested roll call. ROLL CALL: Commissioners: Rudy Reid, Bob Walker, Lester Piggee, Mark Perry, and John Hardwick, answered ROLL CALL. Chairman Gray answered ROLL CALL and declared a quorum. PRESENT SIX (6), ABSENT (2). (ONE opening on the Planning Commission) Others present for the meeting were City Attorney Robert Bamburg, City Clerk Lula M. Hawkins, City Engineer Duane Reel and Marci Wilson of the Engineering Department, visitors, property owners and Jon Parham Editor of The Jacksonville Patriot. DEVIATION IN AGENDA: PUBLIC HEARING 7:00 a. Request to Rezone Property located near Trickey Lane and State Hwy 294 AKA Jordon Subdivision from R-1 to R-1A (Petitioners: J & T Developers) Chairman Gray opened the public hearing at approximately 7:04 p.m. City Engineer Reel represented petitioner Ted Camp who was in attendance at the meeting. He related that the request is being made for smaller lots, 10' narrower lot width, mentioning also more density in construction. The public hearing was closed at approximately 7:06 p.m. Commissioner Hardwick posed a question regarding Fire Department approval. City Engineer Reel said that they have not signed off on the project relating that the 50' radius of the culdesac does not pose a problem. Commissioner Piggee moved, seconded by Commissioner Walker that the request to rezone Jordan Acres Subdivision from R-1 to R-1A be approved and recommended to the City Council for their approval. MOTION CARRIED. Request to Rezone 319-321 Ray Road (Lot 8, Pickard Addition) from R-1 to R-2 Chairman Gray opened the public hearing at approximately 7:08 p.m. CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING SEPTEMBER 14, 1998 7:00 P.M. - 7:21 P.M. Mr. Milford Hubbart came before the Commission and explained that he desires to construct duplex apartments on his property. There were no comments from anyone in attendance in opposition to the rezoning request. Chairman Gray closed the public hearing at approximately 7:10 p.m. City Engineer related that the City has no problem with the request adding that the lot is extra wide. He related also that no calls were received by his department regarding opposition to the request. Commissioner Walker moved, seconded by Commissioner Perry that the rezoning request of Mr. Milford Hubbart for the rezoning of 319-321 Ray Road, Lot 8 Pickard Subdivision be granted and recommended to the City Council for their approval. MOTION CARRIED. RESUME AGENDA: APPROVAL AND/OR CORRECTION OF MINUTES: Commissioner Walker moved, seconded by Commissioner Reid that the minutes of the Regular Planning Commission Meeting of August 10, 1998 and the Special Planning Commission Meeting of August 27, 1998 be APPROVED as presented. MOTION CARRIED. BUILDING PERMITS: Expansion of Sands Motel 1008 Hwy 161 South (Petitioner: Mike Kirkpatrick) Mr. Kirkpatrick related that there are fire hazards presently with the current construction and that he desires, over a five-year period, to phase out the old units with 24 new units. He said that there will be two handicap facilities with wheel chair assessibility noting that parking will adequate. He pointed out that ingress and egress will remain as it is now with fire department access to the units. Commissioner Hardwick moved, seconded by Commissioner Reed that the building permit requested by Mr. Mike Kirkpatrick for expansion of Sands Motel 1008 Hwy 161 South be APPROVED. MOTION CARRIED. REQUEST TO APPROVE PLAT: CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING SEPTEMBER 14, 1998 7:00 P.M. - 7:21 P.M. ANNOUNCEMENTS: At this time Chairman Gray requested that some of the Commissioners volunteer to work with a committee from the City Council as they study modular and manufactured home construction in an effort to make more affordable housing for the citizens of Jacksonville now and in the future. Commissioners Hardwick, Walker, and Perry volunteered to serve on the Committee. ADJOURNMENT: Chairman Gray adjourned the meeting at approximately 7:21 p.m. Respectfully, Lula M.
