98 OCT 12.doc CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING OCTOBER 12, 1998 7:00 P.M. - 7:40 P.M. OPENING REMARKS: Chairman Bart Gray opened the meeting expressing appreciation for those in attendance and requested roll call. ROLL CALL: Commissioners: Rudy Reid, Dana Nixon, Bob Walker, Lester Piggee, Mark Perry, and John Hardwick, answered ROLL CALL. Chairman Gray answered ROLL CALL and declared a quorum. PRESENT SEVEN (7), ABSENT (1). (ONE opening on the Planning Commission) Others present for the meeting were City Attorney Robert Bamburg, City Clerk Lula M. Hawkins, City Engineer Duane Reel and Marci Wilson of the Engineering Department, Director of OECD Frank Rowland, Alderman Kenny Elliott, Petitioners, visitors, and Jon Parham, Editor of The Jacksonville Patriot. PUBLIC HEARING 7:00 Conditional Use: Request for business and personal property use in a C-2 zone located at 1100 North James Street Chairman Gray opened the public hearing at approximately 7:03 p.m. Ms. Laurie Fisher of 110 North James presented her request to the Planning Commission. She related that her desire is to operate a beauty salon in the front of the residence with living quarters in the back of the house. She stated that there is ample parking to accommodate customers as she presented pictures of the house and surrounding area. She explained that she also has to meet the requirements of the Board of Cosmetology which will make random checks on the business operation. Chairman Gray closed the public hearing at approximately 7:06 p.m. City Engineer Reel voiced that the parking is ample from the viewpoint of the City noting access to parking at Charles Rea Insurance Company in addition to parking at the residence. Commissioner Perry moved, seconded by Commissioner Piggee that the request of Ms. Laurie Fisher be granted for residential use in a Commercial (C-2) zoned area at 1100 North James. MOTION CARRIED. RESUME AGENDA: APPROVAL AND/OR CORRECTION OF MINUTES: Commissioner Reid moved, seconded by Commissioner Walker to approve the minutes of the Regular Planning Commission Meeting of September 14, 1998. MOTION CARRIED. CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING OCTOBER 12, 1998 7:00 P.M. - 7:40 P.M. BUILDING PERMITS: a. 821 Marshall Road / Marshall Road Baptist Church expansion At the request of the petitioner, who was not represented at the meeting, Chairman Gray stated that the item will be on the agenda of the Regular Planning Commission scheduled for November 9, 1998. b. 2400 Linda Lane / Jacksonville High School Athletic Facility The item of business was represented by Johnny Watson who explained that the item had gone before the Board of Adjustment with their approval of a 25 ft. setback which varies from the Jacksonville Municipal Code ten (10) ft. He explained that the variance is requested due to building placement being hindered by a sewer line on the property. He voiced that the outside of the structure will be metal with concrete block rest rooms on the interior with a large open space for weight lifting and work-out areas. He said if funds are available, there are plans to rubberize the floor of the weight room and use astroturf on the remainder of the floors. Commissioner Piggee moved, seconded by Commissioner Reid to approve the building permit request for 2400 Linda Lane, athletic facility, as requested. MOTION CARRIED. REQUEST TO APPROVE PLAT(S): REQUEST/STREET OR ALLEY CLOSING: GENERAL: Amended Bill of Assurance/Fair Oaks Subdivision After a short discussion, the consensus of the Planning Commission was that the item should be included on the 9 November 1998 Regular Planning Commission Agenda. ANNOUNCEMENTS: Chairman Gray announced that the committee, chaired by Alderman Phil Keaton, has met jointly with the Planning Commission and is proposing to present an Ordinance which will modify the Jacksonville Municipal Code with reference to manufactured, mobile, and modular homes. He related that City Attorney Bamburg will draw up an Ordinance which will be advertised for consideration by the Planning Commission and the City Council including input from the general public.
