OPENING REMARKS: Acting Chairman James Davis opened the meeting and requested ROLL CALL. ROLL CALL: Commissioners: Art Brannen, Tad Green, Paul Payne, Jim Dornblas-er, Bart Gray Jr., James Davis. Lester Piggee and Frank Dowd were present. Chairman Elliott was not present for the meeting. PRESENT eight (8). ABSENT (1). Acting Chairman Davis declared a quorum. Others in attendance for the meeting were City Engineer Duane Reel, Receptionist/Computer Technician of the Engineering Depart-ment Mylissa Founds, Acting Deputy Clerk: Susan Goings, petition-ers and interested citizens. APPROVAL AND/OR CORRECTION OF MINUTES: Regular Planning Commission Meeting of February 10, 1992 Commissioner Brannen moved, seconded by Commissioner Dowd that the minutes of the February 10, 1992 Planning Commission Meeting be APPROVED. MOTION CARRIED. REQUESTS TO SET UP PUBLIC HEARINGS: a. Commissioner Gray requested that items c,d,e and f be combined and be presented as one request, which includes parcels in one particular area, and declined his position on the Commission to address the item of business. He submitted one other request from Mr. Edward Harpole to be included as item g. The following requests, c, d, e, f and g, were submitted as one with one fee of $50.00 paid for advertising all properties. All properties, located from Vine Street to Braden Street, having five different property owners, is legally described below. c. Petitioner: Marie H. Hackett requests that the following legally described parcel be rezoned from R1 to C1. (Gen. Loc. 524 North First St.) Lot 12, Block 2 of the N E & Harry HarpoIe Addition to the City of Jacksonville. Request the rezoning of this Lot from residen-tial to C1. d. Petitioner: James H. Hudson requests that the following legally described parcel be rezoned from R-2 to C-1. (Gen. Loc. 512 No. First St.) Lots 11 A & 11B, Block 2 NE & Harry Harpole Addition to the City of Jacksonville (512 North First). Request the rezoning of the property from residential to C1 CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING March 9, 1992 7:00 P.M. – 7:30 P.M. e. Petitioner: John and Opal Mallett requests that their prop-erty addressed as 412 thru 424 North First St. and legally described as follows be rezoned from R-1 to C-1. Lot 1, Block 1 NE & Harry Harpole Addition to the City of Jack-sonville. East 137.6 Lot 1 Block 2 NE Harry Harpole Addition to the City of Jacksonville. Request the rezoning of the property from resi-dential to C-1 f. Petitioner: Robert A. Mallett requests that a parcel be rezoned from F-1 to C-1. (Gen. Loc. 404 North First St.) Lot 2, Block 4 Harry Harpole Addition to the City of Jackson-ville. Request the rezoning of the property from residential to C-1 Commissioner Payne moved, seconded by Commissioner Brannen that items a,b,c,d,e,f and g be set for a public hearing at 7:00 p.m. April 13, 1992 during the Regular Planning Commission Meeting. MOTION CARRIED. Commissioner Gray abstained from voting. REQUESTS TO APPROVE BUILDING PERMITS: Petitioner: Jacksonville Christian Fellowship. 2213 Loop Rd. Chairman Davis voiced that the proposed building will be used for a fellowship hal1 on the property now owned by the Church. City Engineer Reel stated that the city has no problem with the proposed construction, that all setbacks are met and parking is adequate. Commissioner Gray moved, seconded by Commissioner Dornblaser that the building permit be APPROVED as presented by the Jacksonville Christian Fellowship, 2213 Loop Road. MOTION CARRIED. REQUEST TO APPROVE PLATS: PRELIMINARY PLAT of STONEWALL SUBDIVISION PHASE V-A AND PHASE V-B (Petitioner: Jim Green) CITY CF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING March 9, 1992 7:00 P. M.  7:38 P. M. The Preliminary plat was viewed by the Planning Commissioners. Engineer Reel voiced that a similar plat was submitted by Savers several years ago. Commissioner Gray asked that the plats were the final residential development in the Stonewall Subdivision. Mr. Green stated that he has approximately twelve additional acres which are zoned multifamily. He pointed out that if the need is greater for single family dwellings, the parcel may be converted into a single family. City Engineer Reel related that proposed drainage routes were presented but that final drainage plans will be addressed in final plat considerations. There was discussion regarding the completion of Stonewa11 Drive and the development of the culdesacs as indicated in the Preliminary Plat before the Commission. Mr. Green requested that he be allowed to complete Stonewall half way. It was pointed out by City Engineer Feel that he had related to Mr. Green that any Final Plat presented to the Commission would need to include the completion of Stonewall Drive to Hwy 161. There was discussion regarding a portion of the Preliminary Plat being presented in Final Plat form. It was the consensus of the Commission that Mr. Green could in fact bring back in Final Plat form a portion of the plat before the Commission. Engineer Reel related that plat approval is only good for twelve months. He pointed out that Mr. Green has paid half the fee required for a11 lots indicated on the plat and that if all of Stonewall Drive is completed end half the lots in the subdivision on two of the culdesacs are presented in a Final Plat, he would only pay the remainder of the fee required for said number of lots indicated in the Final Plat. A discussion ensued relating to the completion of Stonewall Drive. Commissioner Gray moved, seconded by Alderman Piggee that all of Stonewall Drive will be completed in conjunction with whatever plat approval is given by the Planning Commission. MOTION CAR RIED. After a lengthy discussion regarding the development of the proposed Phase V before the Planning Commission, Mr. Green related that he would probably develop Regency and New Castle culdesacs first. Commissioner Gray moved, seconded by Commissioner Dornblaser that twentysix lots on Regency and New Castle culdesacs be approved as a Preliminary Plat of Phase V, Stonewall Subdivision with the stipulation that Stonewall Drive be completed to Hwy 161.
