ORDINANCE NO. 1289 (#22 - 06)
AN ORDINANCE WAIVING COMPETITIVE BIDDING BY THE CITY OF
JACKSONVILLE, ARKANSAS, FOR THE PURPOSE OF PURCHASING NEW
RESUSCITATION SYSTEMS FOR THE JACKSONVILLE FIRE DEPARTMENTS
FIRE AND RESCUE SERVICES; DECLARING AN EMERGENCY; AND, FOR
OTHER PURPOSES.
WHEREAS the Jacksonville Fire Department's Fire and Rescue Services'
cardiac monitorldefibrillators are over ten (10) years old and in need of
replacement;
WHEREAS, the Jacksonville Fire Department has field tested and evaluated
several units and believe that the Zoll E-Series and AutoPulse Non-invasive Cardiac
Support Pump Resuscitation System is best suited for the current and future needs
of tfle Department; and,
WHEREAS, Zoll Medical Corporation of Chelmsord, Massachusetts is the only
company that manufactures and markets the Zoll E-Series and AutoPulse
Resuscitation System.
BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS:
SECTION ONE: Competitive bidding for the purpose of purchasing new
Cardiac Resuscitation Systems for the Jacksonvine Fire Department would be costly,
non-productive, and time consuming, making said competitive bidding unfeasible
and Impractical.
SECTION TWO: Pursuant to ACA 914-58-383, competitive bidding is
hereby, waived for the purpose of purchasing two (2) Zoll E series Monitor
Defibnllator Systems and AutoPulse Non-invasive Cardiac Support Pump
Resuscitation Systems for the Jacksonville Fire Department's Fire and Rescue
Services. Authorization is hereby given to the Mayor and/or his designated
representative to execute necessary documents with Zoll Medical Corporation of
Chelmsford, Massachusettsk for the purchase of said equipment. It is anticipated
that the equipment as specified on the attached will be prOVided for a total cost not
to exceed Seventy Thousand Eighty-one and 55/100 Dollars ($70,081.55), plus any
applicable taxes and shipping costs due.
SECTION THREE: All Ordinances/, parts of Ordinances or previous
actions taken by said Council in conflict hereWith are hereby repealed to the extent
of such conflict.
SECTrON FOUR: To provide more effectively for the health safety,
and comfort of our citizens and in the operation of our Fire Department's Fire and
Rescue Services, an emergency is hereby declared to exist. This Ordinance shall
take effect immediately upon passage ana publication, as provided by and subject
to the requirements of applicable law.
