ORDINANCE NO. 1273 (#6. 06)
AN ORDINANCE WAIVING COMPETITIVE BIDDING BY THE CITY OF JACKSONVILLE,
ARKANSAS, FOR THE PURPOSE OF OBTAINING NEW ROOFING FOR A PORTION OF THE
JACKSONVILLE COMMUNITY CENTER; DECLARING AN EMERGENCY; AND, FOR OTHER
PURPOSES.

WHEREAS, it is necessary to remove damaged roofing and install new roofing above the
exterior walkway of the Jacksonville Community Center so as to to prevent additional damage to the
building; and,
WHEREAS, Fraley Roofing, Inc. has submitted a reasonable proposal to remove the existing
Trocal roof, remove drains, remove and replace wet insulation, partially install 50-mil white 18 Roof
System, new prefabricated drains to downspouts on the outside wall, provide appropriate connection
to existing roofing materials, install 2-way moisture vents per manufacturer's specifications, remove
all roofing debris from the job site, and issue a 5-year labor and 15-year Matenal Warranty.
BE IT ORDAINED AND ENACTED BY THE CITY COUNCil OF THE CITY OF
JACKSONVillE, ARKANSAS:
SECTION ONE: Competitive bidding for the purpose of obtaining a new partial roof
for the exterior walkway of the Jacksonville Commumty Center would be costly, non-productive, and
time consuming, making said competitive bidding unfeasible and impractical.
SECTION TWO: Pursuant to ACA 914-58-383, competitive bidding is hereb~ waived
for the purpose of obtaining a new roof for the exterior walkway of the Community Center.
Authorization is hereby given 10 the Mayor and/or his designated representative to execute necessary
documents with Fraley Roofing, Inc. of Jacksonville, Arkansas, for a contractual agreement to remove
the existing Trocal roof, remove drains, remove and replace wet insulation, partially install 50-mil
white 18 Roof System; new prefabricated drains to downspouts on the outside wall, provide
appropriate connection to existing roofing materials, install 2-way moisture vents per manufacturer's
specifications, remove all roofing debris from the job site, and issue a 5-year labor and 15-year
Material Warranty, for a total cost not to exceed Nine Thousand Seven Hundred Dollars ($9,700.00).
SECTION THREE: All Ordinances, parts of Ordinances, or previous actions taken by
said Council in conflict herewith are hereby repealed to the extent of such conflict.
SECTION FOUR: To provide more effectively for the comfort and safety of our citizens,
an emergency is hereby declared to exist. This Ordinance shall take effect immediately upon passage
and pubncation, as provided by and subject to the requirements of applicable law.
