0016 ORDNANti.l'J NO. I b ~'I ORDIl'JANCE TO J.JHOVIDE FOR SPEED LIMITS IN THE INCORPOH.ATED LIMI'rS OF THE CITY OF') JACKSONVILLE, ARKANSAS: 4. Any person who drives any vehicle in such a manner as to indicate either a wilful or wanton disregard for the safety of persons or property is guilty of reckless driving. ,. The driver of any vehicle involved in an accident resulting in injury or death to any person shall i~i~diately stop such vehicle at the scene of such accident or as close thereto as possible, but shall then forthwith return to an, in every event, remain at the scene of the accident until he has given his name, address and the registration number of the vehicle, operated or driven by him and shall, upon request, exhibit his operator's or chauffeur's license to the person struck or the river or occupant of or person attending, any vehicle collided with and shall render to any person inijured in suoh accident reasonable assistanoe, including the carrying or the making of arrange- ment for the carrying of such person to a physician, surgeon or hospital for medical or surgical treatment it is apparent that such treatment is necessary or if such carrying is requested by the injured person. Failure to comply with the requrements of this Section shall, upon conviction thereof. be punished as a misdemeanor. 6. Any person failing to stop or to oomply with ~equirements of section 5, supra, shall upon conviction, be 1~~ ~,C. 'punished by imprisonment for not less that 15 days nor more than 25 or by a fine of not less that $5.~O nor mor than $25.00 or by both such fine and imprisonment. 7. Every person CV_y~cted of reckless driving shall be punished upon a first conviction by imprisonment for a, I period of not Ie sa that 5 days nor more than 30 days, or by fine of not less than $5.00 nor more than $25.00 JC:-S\:~/C; or 'ty both fine and imprisonment, and on a second or subsequent conviction ~hall be punished by imprisonment fOTrc:rrC\.-' not less than 5 days, nor more than 1 month, or by a fine of not less than $10.00 nor more than $40.00 or by such 0 (pi fine and imprisonment. /c~ 8. All ordinances or parts of ordinances in conflict herewith are hereby re~aled. 9. And this ordinance being necessary for the immediate preservation of the public peace, health,&safety ant emergency is hereby decla.red to exist and the same shall be in full force and effect iiluuediately after its passage. 10. If, for any reason any portion of this ordinance be held to be invalid such invalidity shall in no way effect the remaining portions thereof vmich are valid, but such valid portion shall be and remain in full faorce and effect.
