0517 0303- .it RESOLUTION NO. 517 ( #4 - 99) A RESOLUTION PROVIDING FOR DEVELOPMENT OF A COMPREHENSIVE RECREATIONAL TRAILS SYSTEM FOR DUPREE PARK IN THE CITY OF JACKSONVILLE; AND, FOR OTHER PURPOSES. WHEREAS, the City of Jacksonville, Arkansas, desires to develop a Comprehensive Recreational Trials System at Dupree Park for recreational use by citizens; WHEREAS, this system is projected to become a long term goal in the overall development of the City of Jacksonville Parks and Recreation Master Plan as developed and administered by the Jacksonville Parks and Recreation Commission; and, WHEREAS, the City of Jacksonville plans to apply for matching grant funds to further enhance the development and construction of the above - mentioned system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: The City Council hereby request that the Jacksonville Parks and Recreation Commission develop a Master Recreational Trails Plan for pedestrian and /or bikeway travel within Dupree Park and /or such other public parks within the City of Jacksonville, Arkansas. Said plan shall be developed and be incorporated into the comprehensive Master Park Plan of the City, coordinating with applicable regulations and other City building and development requirements. Upon completion of such, the City Council requests that the Jacksonville Parks and Recreation Commission adopt the Master Recreational Trails Plan and make it a part of Jacksonville's Master Parks Plan, SECTION TWO: Various department heads are hereby directed to assist and cooperate with the Parks and Recreation Commission in the development, implementation, and enforcement of the Master Recreational Trails Plan and needed specifications. SECTION THREE: Upon completion of such, the City Council directs that the City of Jacksonville make application for the use and inclusion of Transportation Equity Act Funds (TEA - 21) for implementation and funding of the Master Recreational Trails Plan. Such funds are made available through the Arkansas State Highway and Transportation Department (AHTD), from which the City of Jacksonville can participate through an 80/20 match funding program. The City is prepared to and capable of paying its designated share of any local matching funds required by any grant for said proposal, and the City will also comply with the design scope as contained in the City's Master Recreational Trails Plan. SECTION FOUR: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of said conflict. APPROVED AND ADOPTED THIS IP)) u DAY OF MARCH, 1999.
