RESOLUTION NO. 475 ( #9 -94)
A RESOL SUPPORTING THE DEVELOPMENT AND OPERATION OF A
NON - PROFIT AGENCY BY THE JACKSONVILLE HOSPITAL COMMISSION TO
ENCOUR4GE COMPETITIVE MARKET STRATEGIES, OPERATIONS, AND
IMPROV ENTS TO COMMUNITY MEDICAL FACILITIES; ENCOURAGING
MAYOR AND COMMISSION OFFICIALS TO CONTINUE EFFORTS,
TOGETHER WITH OTHER HEALTH CARE PROVIDER(S), IN THE
DEVEL PMENT AND POSSIBLE OPERATION OF A HEALTH CARE DELIVERY
NETWO ; AND, FOR OTHER PURPOSES.

WHEREAS, the fast paced and ever changing operation of a
quality community health care facility necessitates certain
changes so as to meet increasing public needs in the health
care market; and,
WHEREAS, the Hospital Board of Commissioners, in its
operation of our municipally -owned Rebsamen Regional Medical
Center, has determined a need for expansion via a non - profit
agency to maintain Rebsamen's competitive edge in providing
quality health care services for members of our community and
its surrounding areas.
NOW, THEREFORE, BE IT RESOLVED HY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The Hospital Board of Commissioners is
hereby encouraged to pursue development and operation of a
non- profit agency to meet the broad needs of the competitive
market of health care providers today. The City Council
supports ;the Commission's efforts to maintain quality health
care throbgh Rebsamen for citizens of and near Jacksonville,
and views this expansion of services as additional security
for the future of Rebsamen Regional Medical Center.
SECTION TWO: Mayor Swaim and Hospital officials are
hereby encouraged to continue in efforts to support the
development and possible operation of a health care delivery
network through Rebsamen, thereby improving the services
available to citizens in our area.
SECTION THREE: All Resolutions and Ordinances and /or
parts thereof in conflict herewith are hereby repealed to the
extent of said conflict.
SECTION FOUR: This Resolution shall be in effect from
and after its date of passage.
APPROVED AND ADOPTED THIS FIRST DAY OF SEPTEMBER, 1994.
