0455 a5 RESOLUTION NO. 455 ( #13 -92) A RESOLUTION ENDORSING AMENDMENT THREE AND ENCOURAGING CITIZENS OF JACKSONVILLE TO SUPPORT THE PUBLIC LIBRARY FUNDING AMENDMENT; AND, FOR OTHER PURPOSES. WHEREAS, public libraries are responsible to provide lifelong learning opportunities, books, periodicals, media, and information to meet the needs of citizens striving to improve quality of life; and, WHEREAS, public libraries cooperate and support state educational institutions and economic development effort, but must have adequate funding to provide essential resources, staff, and facilities to meet those needs; and, WHEREAS, national data reflects that local funding for Arkansas' public libraries is the lowest in the nation. It is essential to Arkansas' continued growth, health, and development to have well- funded, modern public libraries to provide information resources to all citizens; and, WHEREAS, the Arkansas General Assembly approved House Joint Resolution 1006 proposing a constitutional amendment to amend Amendments 30 and 38 to the Arkansas Constitution to replace the one mill cap on property taxes for city and county libraries with a five mill cap and to allow city and county voters to pledge an additional three mills to retire capital improvement bonds, urging that the matter be voted on in the November 1992 election, giving local citizens the right to establish appropriate levels of library funding. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: The City Council of the City of Jacksonville hereby endorses Amendment Three and encourages the citizens of Jacksonville and surrounding communities to support. the Public Library Funding Amendment on the November 3, 1992 ballot. SECTION TWO: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of said conflict. SECTION THREE: This Resolution shall take effect immediately upon its passage, as provided by and subject to applicable law. APPROVED AND ADOPTED THIS 1st DAY OF OCTOBER, 1992.
