A RESOLUTION DESIGNATING AND AUTHORIZING THE MAYOR OF THE CITY
OF JACKSONVILLE AND GENERAL MANAGER OF THE JACKSONVILLE WATER
DEPARTMENT TO EXECUTE CERTAIN DOCUMENTS IN CONNECTION WITH THE
REVOLVING LOAN FUND PROGRAM ADMINISTERED BY THE ARKANSAS
NATURAL RESOURCES COMMISSION.
WHEREAS, the City of Jacksonville, Arkansas, owns and operates a water system
(the "System ") in order to provide water service to meet the needs of the citizens of the
City. Said System is in need of improvement and expansion; and,
WHEREAS, the Jacksonville Water Commission has recommended and the City
Council agrees that it is in the best interest of the citizens of Jacksonville to apply for
and utilize loan assistance from the Arkansas Natural Resources Commission (the
"ANRC") under its Drinking Water Revolving Loan Fund Program (the "Program ") in

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The Mayor of the City, as a Signatory Agent and /or the
successor of said Agent, is hereby authorized and directed to make and complete
application for assistance under the Program administered by ANRC and to execute,
when duly approved by this City Council, a Bond Purchase Agreement and relevant
instruments issued or made pursuant thereto on behalf of the City.
SECTION TWO: The General Manager of the Jacksonville Water
Department, as a Signatory Agent or the successor of said Agent, is hereby authorized
to execute, for and on behalf of the Department, all other documents and certificates
required by the Department for participation in the Program.
SECTION THREE: Any and all Resolutions in conflict herewith a are hereby
repealed to the extent of said conflict.
