.4 RESOLUTION EXPRESSING APPRECIATIONAND GRATITUDE FOR OVER TWENTY-
FIVE (25) YEARS OF DEDICATED SERVICE AND LEADERSHIP OF THE HONORABLE
TOMMY SWAIM AND MRS. JUDY SWAIM TO THE CITY OF JACKSONVILLE;
DECLARING JUNE 30, 2009, AS TOMMY & JUDY SWAIM DAY,. AND, FOR OTHER
PURPOSES.
WHEREAS, after over Twenty-five (25) years of public service to the City of Jacksonville,
with Two and three - fourths years (2 3/4) as Alderman and Twenty-two and one -half (22 1/2) as
Mayor, the Honorable Tommy Swaim has chosen to retire from his position as Chief Executive
Officer of the City of Jacksonville, Arkansas;
WHEREAS, despite great personal sacrifice, Mrs. Judy Swaim has served along with her
Husband throughout his time in office selflessly as a true ambassador for the City; and,
WHEREAS, when Mayor Swaim took office in 1987, he found the City in financial deficit
facing financial issues, overwhelming environmental issues, and a need for capital improvements
throughout the City. Through the Swaims' years of leadership, Mayor Swaim leaves office with
the City financially secure, a satisfied workforce of dedicated City employees, a full elimination of
environmental issues for the City, and a series of completed capital improvement projects that
have enhanced the quality of life for the citizens of Jacksonville.
- NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL ON BEHALF OF
THE CITIZENS OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The Honorable Tommy Swaim and Mrs. Judy Swaim are hereby
applauded and commended for their dedication and devotion to the City of Jacksonville over the
past Twenty-five (25) years. We wish them the best in their new endeavors and welcome their
new role as retirees within the City of Jacksonville, a role they will share with many of our
citizens. We hope they remain active and involved in community activities, as their abilities and
expertise cannot be equaled.
SECTION TWO: Tuesday, June 30, 2009, shall hereby be declared Mayor Tommy
&Judy Swaim Day. Mayor Swaim and Mrs. Swaim shall be honored throughout the day for their
dedicated years of public service and leadership to and on behalf of our fair City.
SECTION THREE: Any and all other Resolutions in conflict herewith are hereby
repealed to the extent of said conflict, with said Resolution in effect from and after this date.
APPROVED AND ADOPTED THIS 24TH DAY OF JUNE, 2009.
