RESOLUTION NO, 554 ( #14 - 01)
A RESOLUTION ENCODURAGING THE CENTRAL ARKANSAS WATER UTILITY TO
INCLUDE THE COST OF WATER LINE IMPROVEMENTS AND MAJOR WATER LINE
RENOVATION PROJECTS IN THE RATE BASE FOR THE METROPOLITAN AREA AND
OPPOSING THE CONCEPT OF IMPACT FEES FOR NEW DEVELOPMENT; AND, FOR OTHER
PURPOSES.
WHEREAS, Central Arkansas Water has done a very commendable job of organizing and

merging the Little Rock and North Little Rock Water Departments, and we appreciate the regional
approach that Central Arkansas Water has taken in regard to water rates for Central Arkansas;
WHEREAS, Central Arkansas Water's governing body is considering the enactment of
impact fees for new construction in the area, and the Jacksonville City Council is concerned about
the negative effect those fees may have on future growth in the Central Arkansas area;
WHEREAS, by imposing impact fees to the areas that Central Arkansas Water serves, those
areas would be at a competitive disadvantage with other surrounding cities; and,
•
WHEREAS, a slower growth rate for new development translates into a reduced real estate
tax base, decreased sales tax base for the Central Arkansas area, and the reduced tax base will
adversely affect our schools and other municipal services in Central Arkansas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The City Council hereby expresses its opposition to the imposition
of impact fees for future growth in the areas served by Central Arkansas Water and encourages
Central Arkansas Water to include the cost of water line improvements and major renovation
projects in the rate base.
SECTION TWO: All Resolutions or parts of Resolutions in conflict herewith are hereby
repealed to the extent of said conflict.
