RESOLUTION NO. 608 ( #1 - 2008)
A RESOLUTION EXPRESSING SUPPORT FOR THE ESTABLISHMENT OF AN
AFFILIATED AREA OR NATIONAL HISTORIC SITE IN PARTNERSHIP WITH THE
NATIONAL PARK SERVICE TO PROVIDE INTERPRETATION AND EDUCATION
ABOUT THE WORLD WAR II HOME FRONT IN JACKSONVILLE, ARKANSAS, AND
ACROSS THE COUNTRY; AND, FOR OTHER PURPOSES.
WHEREAS, the City of Jacksonville takes pride in its history and wishes to share its past
with residents and visitors of our community because the City played a pivotal role in Franklin D.
Roosevelt's "Arsenal of Democracy" and enhanced U.S. production during World War II;
WHEREAS, the World War II era shaped the City of Jacksonville and impacted Arkansas
profoundly, eventually resulting in the use of the Arkansas Ordnance Plant site as the initial
infrastructure for the Little Rock Air Force Base;
WHEREAS, the City is interested in establishing an Affiliated Area or National Historic Site,
in partnership with the National Park Service, to provide interpretation and education about the
World War II Home Front in Jacksonville and throughout America. A National Park Service Affiliated
Area or National Historic Site would draw national and international attention to the City of
Jacksonville and could provide economic and cultural benefits to Central Arkansas residents; and,
WHEREAS, it is the intent of the City of Jacksonville, in conjunction with the Jacksonville
Museum of Military History, to explore enhancement of existing exhibits on the Ordnance Plant and
other WWII Home Front activities through establishment of a historic preservation ordinance.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The City Council supports the establishment of an Affiliated Area or
National Historic Site, in partnership with the National Park Service, to provide interpretation and
education about the World War II Home Front in the City of Jacksonville and across America. The
Area or Site will include a cooperative effort with the Jacksonville Museum of Military History and
its existing exhibits on the Arkansas Ordnance Plant and other World War II Home Front activities.
The Council pledges that the City, in conjunction with the Jacksonville Museum of Military History,
will work with the National Park Service to study the feasibility of adding other sites to the
Affiliated Area or National Historic Site. Further, the Council pledges cooperation with the National
Park Service that, if such a designation and area is granted to the City, it will work to maintain the
Area or Site in a manner deserving of such stature, ensure public access, appropriate design,
continued proper maintenance, and safe conditions for public use and benefit.
SECTION TWO: Any and all other Resolutions in conflict herewith are hereby
repealed to the extent of said conflict. This Resolution shall be in effect from and after its date of
passage.
