RESOLUTION NO, 595 ( #8 - 06)
A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF
JACKSONVILLE, ARKANSAS, TO EXECUTE AN INTERLOCAL AGREEMENT
ON BEHALF OF JACKSONVILLE TO PLACE ON THE BALLOT THE LEVY OF
A SALES AND USE TAX FOR THE PURPOSE OF FUNDING THE PULASKI
COUNTY DETENTION CENTER; AND, FOR OTHER PURPOSES.
WHEREAS, the Pulaski County Quorum Court desires to enter into an
Interlocal Agreement with all municipalities within Pulaski County to place before
the citizens of Pulaski County the levy of a One- quarter Percent (1/4 %) Sales
and Use Tax to fund the acquisition, construction, equipping, maintenance, and
operation of detention facilities in Pulaski County; and,
WHEREAS, to do so, the Quorum Court requests that all municipalities
support approval of a new Interlocal Agreement between the parties. Upon
successful passage of said Sales and Use Tax, certain annual funding
requirements would be imposed for Pulaski County and other annual funding
requirements could be eliminated by the municipalities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The Council is in support of the Pulaski County
Quorum Court's efforts to call a Special Election to submit the levy of a One -
quarter Percent (1/4 %) Sales and Use Tax to the voters of Pulaski County for the
acquisition, construction, equipping, maintenance, and operation of detention
facilities in Pulaski County.
SECTION TWO: The Mayor is hereby authorized, to approve an
Interlocal Agreement calling for placement of a One- quarter Percent (1/4 %)
Sales and Use Tax on the ballot to fund the acquisition, construction, equipping,
maintenance and operation of detention facilities in Pulaski County. Should said
Sales and Use Tax pass, the Mayor is hereby authorized to execute a revised
Interlocal Agreement allowing collection of said proceeds to be designated in
accordance with the terms of the attached Interlocal Agreement.
SECTION THREE: Any and all other Resolutions in conflict herewith are
hereby repealed to the extent of said conflict. This Resolution shall be in effect
from and after its date of passage.
