S8 RESOLUTION NO. 586 ( #7 - 05) .4 RESOLUTION EXPRESSING SUPPORT FOR THE FORMATION OF A TASK FORCE TO REVIEW THE PULASKI COUNTY JAIL OPERATIONS, FUNDING, AND TO MAKE RECOMMENDATIONS FOR LONG -TERM FUNDING AND OPERATIONAL NEEDS OF THE PULASKI COUNTY JAIL; AND, FOR OTHER PURPOSES. WHEREAS, the City of Jacksonville, Arkansas, adopted the Interlocal Operating Agreement for the Pulaski County Jail and participates in the funding of the Pulaski County Jail on an annual basis; WHEREAS, the City of Jacksonville will continue to be an active participant in the funding of the Pulaski County Jail and has a responsibility to its citizens to provide adequate police and public safety services, with operation of the Pulaski County Jail critical to those services; WHEREAS, currently the Pulaski County Jail is closed nearly One Hundred Percent (100 %) of the time to new offenders except for violent crimes; and, WHEREAS, there is a recognized crisis in the Pulaski County Jail with the bed space being reduced from over One Thousand One Hundred (1,100) available beds to Eight Hundred (800) available beds. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: The City Council supports and endorses the creation of a Task Force to be appointed by County Judge Floyd (Buddy) Villines, consisting of elected officials from each of the participants in the Pulaski County Interlocal Agreement and at least six (6) community leaders. SECTION TWO: The Task Force shall met on a regular basis in each of the municipalities and county participating in the Interlocal Agreement and the meetings shall be open to the public. SECTION THREE: The Task Force will solicit, review, and consider proposals for the operational and long -term funding needs of the Pulaski County Jail. SECTION FOUR: The Task Force will make non- binding recommendations to each of the cities and county participating in the Interlocal Agreement and shall assist in building community support for resolution of the long -term funding and operational needs of the Pulaski County Jail. SECTION FIVE: Any and all other Resolutions in conflict herewith are hereby repealed to the extent of said conflict. This Resolution shall be in effect from and after its date of passage.
