RESOLUTION NO. 579 ( #7 - 04)
A RESOLUTION URGING SUPPORT OF THE PROPOSED ANNEXATION OF
CERTAIN REAL PROPERTY BORDERING THE WEST BOUNDARIES OF THE CITY
LIMITS OF JACKSONVILLE (COMMONLY KNOWN AS THE BASE MEADOWS
SUBDIVISION); AND, FOR OTHER PURPOSES.
WHEREAS, Greg Heslep, owner of certain real property on the West side of
Jacksonville desires that his real property be annexed into the city limits of the City of
Jacksonville, Arkansas;
WHEREAS, the City of Jacksonville, Arkansas, is the adjoining and surrounding duly
organized municipality within Pulaski County to said property; and,
WHEREAS, the City of Jacksonville, Arkansas, and Greg Heslep, the owner of real
property located on the West side of Jacksonville, is in agreement that annexation of his
property, as more particularly described below would be advantageous and beneficial to
all parties concerned.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The City Council wholeheartedly urges support and approval
of the proposed annexation of the real property located on the West side of Jacksonville,
as shown on the attached map (identified as Attachment "A" and made a part hereof).
SECTION TWO: The following real property, as more particularly described
below and as shown on the attached map, shall be annexed and accepted by the City of
Jacksonville, Arkansas:
All of that part of the SW 1/4 of Section 15, Township 3 North, Range 11
West, Pulaski County, Lying East of Arkansas State Highway 107, less and
except any part lying within Little Rock Air Force Base (LRAFB), more
particularly described as follows:
Beginning at the SE Corner of the said SW 1/4, said point also being
monument number 31 of the Little Rock Air Force Base (LRAFB) property;
thence North 88 Degrees 25 Minutes 00 Seconds West along the South line
of said SW 1/4 for 1305.11 feet to a point being the SW Corner of the SE
1/4 SW 1/4 of said Section 15; thence continue along the said South line
North 88 Degrees 35 Minutes 57 Seconds West for 768.87 feet to a point
on the Easterly right -of -way line of State Highway 107; thence along the
said Easterly right -of -way along the following bearings and distances:
North 19 Degrees 29 Minutes 19 Seconds East for 103.62 feet; thence
North 30 Degrees 11 Minutes 19 Seconds East for 1529.78 feet to a found
concrete right -of -way monument; thence along a curve to the right having
a radius of 1025.40 feet and a chord bearing and distance of North 37
Degrees 14 Minutes 59 Seconds East for 252.10 feet; thence North 44
Degrees 18 Minutes 39 Seconds East for 410.89 feet; thence along a curve
to the left having a radius of 1195.24 feet and a chord bearing and distance
of North 28 Degrees 56 Minutes 21 Seconds East for 633.67 feet to a found
concrete right -of -way monument; thence North 13 Degrees 34 Minutes 03
Seconds East for 135.30 feet to a found LRAFB Monument #33;

Thence Leaving the said Easterly right -of -way line along the boundary line
of LRAFB South 88 Degrees 18 Minutes 42 Seconds East for 557.25 feet;
thence continue along the said LRAFB Boundary South 01 Degrees 20
Minutes 32 Seconds West for 933.98 feet to a LRAFB Monument #47;
Thence South 01 Degrees 28 Minutes 02 Seconds West along the said
Boundary line for 1706.02 feet to the point of beginning and containing
79.86 acres, more or less.
AND
Beginning at the west right -of -way line of State Highway 107 and the south
line of Section 15, Township 3 North, Range 10 West; thence northerly
along the west right -of -way line to the west fine of Section 10, Township 3
North, Range 10 West; thence north to the east right -of -way line of State
Highway 107 and the city limits of Jacksonville; thence southerly along the
east right -of -way line of State Highway 107 to the south line of Section 15,
Township 3 North, Range 10 West; thence west along said south line to the
point of beginning.
SECTION THREE: The Mayor, City Clerk, and City Attorney are hereby authorized
to prepare, execute, and file the appropriate documents required to complete said
annexation process.
SECTION FOUR: Upon approval of said annexation by the Pulaski County
Judge, F. G. (Buddy) Villines, the City Council hereby agrees to authorize, accept, and
approve the annexation of the above described property by the City of Jacksonville.
SECTION FIVE: Any and all resolutions or parts of resolutions in conflict
herewith are hereby repealed to the extent of said conflict.
SECTION SIX: This Resolution shall have full force and effect immediately after
its passage.
